The contractor must supply all labor, materials, and brand-new items, with a phasing plan keeping at least 70% of containers operational and no more than 12 out of service at once without government approval. A Quality Program Plan must be submitted within 30 days of contract award, and monthly progress reports plus inspection hold points at 25%, 50%, and 75% completion are required.
