The Government is seeking sources that are capable of providing delivery of a set number of online course hours and student throughput (see PWS Section 7). eMentor online courses will be delivered via a Learning Management System (LMS) in the form of a Virtual School which includes synchronous, online courses incorporating an interactive whiteboard, real-time audio and video; classroom management; and a library for syllabi, lesson plans, and slides. The contractor shall use existing, previously-developed commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS) technology or their own previously developed technology for the Virtual School (see PWS Section 4). This contract does not require the development and update of a separate student management system for use by the Client. In 2018, the Client implemented use of a government-owned Language Enabled Airman Development Resource (LEADeR) that serves as the Client’s database for course management.
