The 42d Contracting Squadron, Maxwell AFB, AL, is seeking qualified sources that can provide online legal information services; an interface between Government systems and the vendor databases for access, issuing of user IDs and customized database usage reports, and related customer support services such as training and telephone and online assistance for legal personnel in the Air Force, Army, Marine Corps and Navy. The Defense Logistics Agency (DLA) and Defense Contract Management Agency (DCMA) currently maintain a separate contract, however the Government is contemplating incorporating DLA and DCMA into the current acquisition. Therefore, the Government is requesting responses from interested concerns capable of satisfying all requirements described in the attached "draft" Statement of Requirements (SOR). All feedback and information received may be used to determine the appropriate acquisition strategy. NOTES OF IMPORTANCE: 1. A SOLICITATION DOES NOT EXIST FOR THIS REQUIREMENT. THIS IS ONLY A SOURCES SOUGHT SYNOPSIS, SO PLEASE DO NOT SUBMIT PROPOSALS. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT. 2. IF THE GOVERNMENT DECIDES TO PURSUE A SOLICITATION, PORTIONS OF YOUR RESPONSES TO THIS SOURCES SOUGHT MAY BE INCORPORATED INTO THE FINAL SOLICITATION. RESPONDENTS ARE DISCOURAGED FROM SUBMITTING ANY INFORMATION DEEMED COMPETITION-SENSITIVE OR PROPRIETARY. 3. RESPONDENTS WILL NOT BE REIMBURSED FOR ANY COSTS INCURRED IN RESPONDING TO THIS SOURCES SOUGHT. INFORMATION SUBMITTED WILL NOT BE RETURNED TO THE RESPECTIVE RESPONDENTS. 4. ORAL SUBMISSIONS OF INFORMATION WILL NOT BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT. To assist the Government in developing a potential acquisition strategy, please provide the following information: 1. GENERAL INFORMATON: a. Company name, address, point of contact, voice and fax telephone numbers and e-mail address. b. Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 519130, which contains a size standard of 100 employees. ? c. Company CAGE Code and DUNS Number. d. Under which NAICS code does your company usually provide the requirements described in the attached SOR. Please provide rationale for your answer if different from NAICS 519130. e. Please describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable. 2. CAPABILITIES: a. Is your company capable of meeting the requirements described in the attached SOR? Please respond "Yes or No." b. If your response to question 2 (a) above was "Yes", please provide the following: i. No more than two (2) references showing that your company is currently providing legal database services to Federal or nonfederal clients across the range of practice areas listed in the draft SOR. Include name, address, telephone number, and e-mail address for each reference. ii. Brief description of the work performed, contract number and total contract value (if applicable), and period of performance. Contracts must for be the same or similar items described in the attached draft SOR. ? 3.
