This project is a design-build contract. The Contractor shall be responsible for completing a 100% design. The Contractor shall also be responsible for the construction of the approved design as described herein. The 100% design shall be approved by the Government prior to the beginning of construction. The Contractor shall furnish all labor, equipment, material, transportation, administration, supervision, and all else necessary to obtain all information and engineering design data through on-site investigation, reconnaissance, and surveys, as required to complete the scope of work described within this Statement of Objectives (SOO).
