This is a solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) Part 13. This announcement constitutes the only public posting; quotations are being requested orally. Solicitation number FA3099-23-Q-1013 is hereby issued as a Request for Quotation (RFQ) This acquisition is intended as a Total Small Business Set-Aside, and a Firm Fixed Price contract will be awarded based on Lowest Price Technically Acceptable (LPTA). DESCRIPTION OF REQUIREMENT: The 47th Contracting Flight, Laughlin AFB, Texas requires: Four (4) L3HARRIS FALCON III AN/PRC-152A Radios; historical acqusitions indicate that no other brands have been able to have all the salient items required, however, if a vendor provides justication how alternate radios are equal to the L3HARRIS FALCON III AN/PCR-152A, quotes will be considered. Four (4) Chargers Compatible with the Radios Salient Product Characteristics: Type 1 wideband networking handheld portable radios with narrowband line-of-sight and Ultra High Frequency (UHF) Satellite Communications (SATCOM) capabilities for interoperability with wideband, legacy and public safety systems. Have voice and data that are National Security Agency (NSA)-certified and secure up to TOP SECRET through an embedded encryption module. Able to cover multiband frequency ranges, with 5 Watt transmit power for Line-Of-Sight narrowband waveforms including Exelis Single Channel Ground and Airborne Radio System (SINCGARS), HAVE QUICK I/II, and AM/FM VULOS (VULOS = VHF/UHF (Very High Frequency/Ultra High Frequency) Line of Sight (waveform)), and a 10 Watt burst for legacy SATCOM. Have a frequency coverage to 520 MHz, and 762-870 MHz band for Association of Public-Safety Communications Officials-International (APCO) P25 conventional and trunking interoperability. The radios must operate on VHF 116-160 Mhs and UHF 225-400 Mhz. Replacement batteries and Chargers must be compatible with the handheld radios. All quotes must be received by 30 June 2023 at 10:00am CST. Please include both POCs listed in this post within your quote submission. Ensure Quotes submitted are valid until 30 September 2023. NOTICE TO OFFERORS: Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
