This is a notice of the Governments intent to issue a sole source contract to Martin-Baker (Cage Code U1604) for the following item: Parachute Release Furniture. The furniture is comprised of multiple packer and block assemblies that hold the parachutes in place during the compression phase of packing the parachute. The 47th Contracting Flight at Laughlin Air Force Base (LAFB) located in Del Rio, TX, intends to award a firm fixed price contract on a Sole Source basis using FAR 13.106-1(b)(1)(i)” Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available” The North American Industry Classification System Code (NAICS) is 336413 with a size standard of 1250. Information received from intersted vendors will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government for future similar requirements. Technical Orders (T.O.) 4D1-2-11 specifically states Martin-Baker Aircraft Company Limited as the manufacturer of the press and parts associated with it and T.O. 13A5-69-2 provides us with the specific packer and block assembly parts. The furniture that will be purchase contains these packers and assemblies required by the T.O. Four sets of furniture will be ordered. The estimated cost for this requirement is less than $105k, therefore, FAR Part 13 procedures will be utilized. This notice ONLY serves for the purpose of meeting with requirements of FAR Part 5. No Quotes are bieng requested and this is only a notice that government intents to award as stated above. Award will be can be made within 10 days of this notice or if funds do not become available in a timely manner it could be awarded prior to 30 Sep 2021. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this notice until funds are available. The Government reserves the right to cancel any solicitation that results from this notice, either before or after the closing date. In the event the Government cancels the resulting solicitation, the Government has no obligation to reimburse an offeror for any costs.
