NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The 47th Contracting Flight at Laughlin Air Force Base (LAFB) located in Del Rio, TX, intends to award, on a Sole Source basis using FAR Part 13, a Fixed Price Purchase Order for a Light Detection and Ranging (LiDAR) system. In 2016, a significant hail storm damaged most of the LAFB T-1 fleet and caused structural damage on base. In 2019, the largest hail event to date was reported on LAFB. Additional equipment is required to help fill this limited data forecast area. The required LiDAR system will be utilized to identify cloud composition and detect atmospheric phenomenon for weather monitoring. Thorough market research was conducted, and a request for quotes (RFQ) was posted within GSA e-buy with no responses received. Additionally, a sources sought was posted for 18 days in beta.sam. Interested vendors that submitted responses to the sources sought did not have the specific capabilities to meet the requirement. Hail season at LAFB is rapid approaching and there is a real urgency for this requirement. LAFB’s aircraft remain at risk and this LiDAR system drastically mitigates the risk of weather damage to the base’s aircraft. Only one vendor has been identified as being capable of meeting the requirement and the short lead time required. This purchase is anticipated to be awarded within the next 10 days to Droplet Measurement Technologies, a registered small business under NAICS #334519. The purchase is anticipated to be under $250,000, and therefore the Government will be utilizing FAR Part 13 (specifically the single source procedures). This notice does not obligate the government to award a contract or any other type of contractual document. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME AND NO PROPOSALS WILL BE ACCEPTED. 1. Overview/Purpose/ Description of Procurement: The 47th Operations Group (47 OG) is seeking contractors capable of providing an Atmospheric LiDAR system for the purposes of detecting atmospheric phenomenon such as aerosols and clouds. 2. Scope of Effort/Technical Characteristics: The Contractor will: 1) Provide an Atmospheric LiDAR system with the following (or similar) characteristics: a. Must be able to detect atmospheric phenomenon such as aerosols and clouds b. Must have atmosphere profiling capabilities with a minimum range up to 15km, able to scan the atmosphere to detect weather phenomenon c. Must have a climate controlled shelter with capabilities for a maximum temperature of 110F d. Must provide on-site installation and training e. Must have support for software updates and warranties for instrument parts f. Must have any traveling expenses included g. Must have a minimum of Windows 7 and a maximum of Windows 10 operating system h. Must not weigh more than 20kg i. Must be capable of producing polarized products j. Must have programmable software for range resolution k. Must have data acquisition and playback mode to get straightforward interpretation of the raw data l. Must have a minimum laser wavelength of 532nm m. Must have eye safety for implementing safe Laser programs 3. Please provide a statement that contains the following: a) Capability of providing the required product b) If product differs from the given specifications, vendors are responsible for providing a statement on how the item meets or exceeds these specifications. c) Small business size status of the company, include any small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) that your firm is registered under. RESPONSE GUIDELINES: Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI.
