UPDATE: 25 MARCH 2025 - The purpose of this amendment The purpose of this amendment is to add clarifications to the Statement of Work, Section 1.2, "Shade structures shall be constructed of steel framing as specified in TE-1 RV Cover Drawings. Steel framing shall be welded and/or bolted on all joints. Steel frame shall be medium bronze color or approved equal. Structure design shall be approved and stamped by licensed professional engineer. Desing shall be submitted for Government Approval. TE-1 RV Cover Drawings is for reference only.", and to extend the deadline for quotes to 1:00pm CST on March 26, 2025. UPDATE: 18 MARCH 2025 - The purpose of this amendment is to post the answers/responses of all submitted questions in the attachment titled, "Attachment 07 - FA303025Q0019 Construct FAM-CAMP RV Sunshades Q&A." Also, the Statement of Work has been revised as of March 2025, and is posted in the attachment titled "Attachment 06 - SOW Rec Camp Shade Structure Revised Mar 2025." This amendment will also adjust clauses per Class Deviation 2025-O0003 - Restoring Merit-Based Opportunity in Federal Contracts & Class Deviation 2025-O0004 - Revocation of Executive Order on Sustainability. As a result, the following NAF clauses were removed, NFC 222-21 Prohibition of Segregated Facilities, NFC 222-22 Previous Contracts and Compliance Reports, NFC 222-25 Affirmative Action Compliance, NFC 222-26 Equal Opportunity, and NFC 222-27 Affirmative Action Compliance Requirements for Construction. As a result, the following FAR clauses were added, FAR 52.223-10 Waste Reduction Program (DEVIATION 2025-O00004), FAR 52.223-23 Sustainable Products and Services (DEVIATION 2025-O00004). As a result, the following FAR clause was modified, FAR 52-213-4 Terms and Conditions, paragraph (b)(1)(xvii). As a courtesy reminder, quotes are due no later than 1:00pm CST on Tuesday 25 March 2025. Please follow the guidance in Section L of the solicitation when submitting your quote. 25 February 2025: Construct (10 each) individual steel framed shade structures at Goodfellow AFB recreation Camp, IAW the Statement of Work. - IAW AFMAN 64-302, NAF Contracting Procedures, Small Business programs do not apply to NAF contracting actions. This acquisition will be full and open to competition. - The NAICS code for this acquisition is 236220. - The magnitude of this project is between $150,000 and $200,000. - Verbal explanations given before award WILL NOT BE BINDING. Any authorized changes will be made in writing by issuing amendment(s). Offeror(s) shall acknowledge receipt of amendement(s) in block 19 of SF 1442 or by returning a signed copy of the amendment(s) with their offer. - This is a non-appropriated fund purchase, and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services, and the collection of fees and changes for participation in military community programs. This purchase does not involve federal tax dollars. IAW AFMAN 64-302, NAF Contracting Procedures, Para 2.9.2 Small Business Act. PL 85-536, Small Business Act of 1958 and FAR guidance relative to small business and other award preference programs do not apply to NAF Contracting. - Alternative Payment Protections will apply IAW FAR 52.228-13. The awardee shall submit one of the following payment protections: 1. Payment Bond 2. Irrevocable Letter of Credit 3.
