FY23 Recycling Services Columbus Air Force Base, Mississippi intends to issue a solicitation for non-personal services for all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management Recycling Services at Columbus AFB, MS. A draft Performance Work Statement (PWS) is attached to this synopsis. A Request for Proposal will be posted at a later date. The selected/awarded Contractor shall: Empty recycling containers based on historical data for the first 30 days of performance or at least weekly. The Contractor shall establish initial vehicle routes and collection schedules upon contract award. Container size, routes, and frequencies should be established to provide the minimum number of pickups necessary to maintain a healthy, vector free environment and prevent waste container overflow. Please see attached draft PWS for more specification of the work to be performed. The solicitation number for this acquisition is FA302222R0006; it will be issued as a Request for Proposal (RFP). This solicitation will be set aside for 100% Small Business concerns with a $41.5 million Small Business Size Standard. The solicitation will be issued on or about 01 August 2022. Performance is to begin on 01 October 2022 with a one (1) year base and four (4) one (1) year options. The primary North American Industry Classification System code is 562111. The Federal Supply Classification code is S205. This solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made to the lowest price technically acceptable (LPTA) in accordance with FAR Part 15. The evaluation factors will be price, technical and past performance.
