This solicitation is a Request for Quote (RFQ) for Lake Texoma Water and Wastewater Plant Operation and Maintenance Services. The 82d Contracting Squadron of Sheppard AFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract. The work to be performed under this contract consists of the Contractor providing all personnel, equipment, tools, computer, fax, internet, phone, materials, supervision, laboratory analysis, and other items and services, necessary to operate and maintain the water plant and wastewater treatment plant in this Performance Work Statement (PWS), except as specified as government-furnished property and services at SAFB Recreational Annex, Lake Texoma, Grayson County, Texas located approximately 118 miles Southeast of SAFB and eight miles North of Sandusky, Texas. The service provider shall perform to the standards in this contract and shall comply with all federal, state, and local, and United States Air Force environmental laws, rules, and regulations. Project performance period is a Base year plus four option periods with an additional two incentive option periods from 01 October 2024 to 30 September 2031. ****Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. **** The applicable North American Industry Classification System (NAICS) Code is 221310, Water supply and irrigation systems. The size standard is $41.0 million. This requirement is set aside for total small business concerns. The solicitation number is FA302024Q0022 and is issued as a Request for Quote (RFQ). See attached SF1449 for the RFQ format. All documents including the solicitation, attachments, and all amendments to the solicitation are obtainable via this notice. The 82d Contracting Squadron recommends Contractors to check this notice periodically for amendments. An organized site visit is scheduled for 11:00 AM CDT on Thursday, 9 May 2024. Participants will meet at 1030 SAFB Road Whitesboro, TX 76273 (Lake Texoma Lodge). Only one site visit will be conducted. All questions must be submitted by 10:00 AM CDT on Tuesday, 14 May 2024. This acquisition is to provide all personnel, equipment, tools, computer, fax, internet, phone, materials, supervision, laboratory analysis, and other items and services, necessary to operate and maintain the water plant and wastewater treatment plant located at Sheppard AFB recreational annex, Lake Texoma, Grayson County, Texas approximately 118 miles Northeast of Sheppard AFB and eight miles North of Sandusky, Texas. The contractor shall perform to the standards in the contract and shall comply with all federal, state, and local environmental laws, rules, and regulations. The 82nd Contracting Squadron anticipates issuing a competitive solicitation for a firm fixed-price contract 100% set-aside for Small Business concerns. The solicitation number is FA302024Q0022. The projected performance period is from 01 October 2024 to 30 September 2031. The current Lake Texoma Water Plant and Wastewater Plant (LTWWP) Operation and Maintenance Services contract is due to expire 30 September 2024. In accordance with FAR Subpart 19.5, this potential acquisition is 100% set-aside for Small Business Concerns.
