This acquisition is to provide non-personal services for Integrated Solid Waste Management (ISWM), to include all personnel, equipment, tools, quality control, supervision, and other items and services necessary to ensure that collection and recycling services are performed at Sheppard AFB and SAFB Recreation Annex at Lake Texoma, Grayson County, Texas (TX), located approximately 120 miles northeast of SAFB and 8 miles north of Sandusky, TX. All bidders/offerors must meet at the 82d Contracting Squadron, Building 1662, on Sheppard AFB no later than 9:00 AM Central Standard Time (CST) on Thursday 5 March 2020. Bidders/offerors and accompanying parties wishing to attend the site visit shall email 2d Lt Michael Fogle at michael.fogle.5@us.af.mil with their full name, telephone number (cell number), date of birth, and driver's license information (driver's license number and state) no later than 3:00 PM CST, Friday, 28 February 2020. The performance period is a base year and four (1) year option periods from 01 October 2020 to 30 September 2025. The current ISWM contract (FA302015D0004) is due to expire 30 September 2020. In accordance with FAR Subpart 19.8, this potential acquisition is 100% set-aside for Section 8(a) Small Business Concerns. The North American Industry Classification System (NAICS) Code is 562111, Solid Waste Collection. The size standard is $41.5 million The solicitation and subsequent amendments will be publicized through the Beta Sam website at https://beta.sam.gov/. Contractors are solely responsible for monitoring the Internet to download the solicitation and any subsequent amendments. Paper copies and/or electronic mail of the solicitation and any subsequent amendments will not be provided under any circumstances. Prospective offerors must be registered with the System for Award Management (SAM) to submit a bid for award of a contract. Registration can be accomplished electronically at www.sam.gov. All questions will be answered March 20th. This acquisition is subject to the availability of funds. Amendment 1 The purpose of this amendment is to provide answers to the Integrated Solid Waste Management contract (FA302020R0004) questions that were submitted, stemming from the site visit held on March 5th 2020. Attachements 12, 13, and 14 are included in the answers of the questions. Amendment 2 The purpose of this amendment is change the CLINS and dates on the price exhibit sheet to match the released solicitation and to make clarifications to said solicitation as well as extend the proposal due date to Friday April 17, 2020. Clarifications CLINS 0013 and 0014 (previously 0018/0019) will not be evaluated by the governement for the awarding of this contract, as those amounts are not defintively determined by potential vendors and could vary over time. The following CLINS have updated descriptions: CLIN 0008; 10-8cy, 8-40cy. CLIN 0009; 2-40cy. CLIN 0013; 10-8cy, 8-40cy. CLIN 0014; 10-8cy. Pricing for all containers will be based on the container price list. There is currently one permenant roll offs for the FY21 ISWM contract. Any other roll-offs will be billed as unscehduled collections. Amendment 3 The purpose of this amendment is to provide additional answers to the Integrated Solid Waste Management contract (FA302020R0004) questions that were submitted. Clairification 2 The government will input a fixed amount for CLINS 0004, 0005, 0008, and 0009 during the evaluation phase.
