As noted from the PWS in section 1 of DESCRIPTION OF SERVICES AND GENERAL INFORMATION. “DESCRIPTION OF SERVICES. Working with Active Duty Military and their dependents (dependents need to be 18 years old); DoD, all NAF Employees, and retired personnel, and contract employees. The Contractor shall provide all necessary personnel, equipment, tools, supplies, materials, and other items in the performance of Recreational Sports Officiating Services at Sheppard Air Force Base, Texas. All personnel shall be qualified in their area of performance to comply with this Statement of Work and Industry Standards for officiating service.” Would such items include; whistles, balls, cones, flags, ext.? ANSWER for Question 1: We provide all of the supplies and materials needed to play the sports, such as balls and other sporting equipment, goals, pinnies, cones, etc. We also have the scoreboards, shot clocks, and scorekeeping books. “All necessary personnel, equipment, tools, supplies, materials, and other items in the performance of Recreational Sports Officiating” refers to everything used for officiating, including the personnel, officials uniforms, whistles, and items such as the flags used to indicate penalties in football, the cards issued for penalties in soccer, and things of that nature.
