It was determined that a de-centralized BPA was the most appropriate contracting method, affording flexibility in end-product customization with greater control over individual contract actions. This method will significantly reduce acquisition planning lead time, resulting in faster mission capable mixed-reality integrated training device deployment times without compromising quality.

The purpose of this synopsis is to publicize the forthcoming acquisition for Hardware Blanket Purchase Agreement (BPA) solicitation. The Air Education & Training Command (AETC) Strategic Goal #3, to “Grow the human and technological capacity needed to support, enhance and accelerate force development across the Total Force” is implemented through the procurement and use of emerging technologies. AETC continuously seeks out opportunities to innovate Pilot and Technical Training in fulfilling its mission to recruit, train & educate Airmen to deliver 21st century airpower with the use of Alternate/Virtual/Mixed Reality (AR/VR/MR) Integrated Training Devices (ITDs). As such, the 82d Contracting Squadron seeks information from vendors that can offer computer hardware for building and/or upgrading ITDs to realize Strategic Goal #3. The 82nd Contracting Squadron anticipates issuing a competitive solicitation for a firm fixed-price BPA. The solicitation number is FA3020-21-Q-0006. The projected performance period is 16 August 2021 to 30 September 2025. The current Hardware BPA is due to expire 15 August 2021. In accordance with FAR Subpart 19.5, this potential acquisition is 100% set-aside for Small Business. The North American Industry Classification System (NAICS) Code is 334111, Electronic Computer Manufacturing. The size standard is 1,250 Employees. The solicitation along with additional documents (Hardware Attachment, BPA Call Log, etc.) will be released approximately 21 May 2021. The solicitation and subsequent amendments will be publicized through the Governmentwide Point of Entry (GPE) website at https://beta.sam.gov Contractors are solely responsible for monitoring the Internet to download the solicitation and any subsequent amendments.
