This is a non-personal service contract as defined in FAR 37.101, in which the government intends to solicit and award to a small disadvantage business (SDB).The Contractor shall provide the facility, labor, supervision, materials, equipment, vehicles for transport of laundry and dry cleaning to and from Contractor’s Facility and transportation necessary to perform full laundry and dry cleaning service at the Contractor’s facility, as defined in the DRAFT Performance Work Statement (PWS). Important information: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2-Synopses of Proposed Contract Actions in preparation for the release of the Request for Proposal (RFP) at a later date. 8. Description: The solicitation will be issued as an RFP on or about 11 March 2024. The Proposal due date is tentatively planned for 01 April 2024. A DRAFT copy of the Performance Work Statement is included with this notice. 9. The North American Industry Code Standard (NAICS) is 812320, Drycleaning and Laundry Services (except Coin-Operated), and the Small Business Size Standard is $8,000,000.00. The planned procurement method is contracting by Lowest Price Technically Acceptable (LPTA). The solicitation utilizes procedures which require Offerors to submit a non-price proposal that includes a Management Plan, or any other Technical Factor deemed appropriate, for evaluation by the Government. The resulting contract is planned to be a firm-fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract with a five (5) 1-year ordering periods. The Service Contract Act of 1965 as amended applies to this requirement. 10. Place of Contract Performance: Locations throughout Joint Base San Antonio (JBSA) Fort Sam Houston, TX. 11. Set Aside Status: The proposed contract is 100 percent small disadvantage business (SDB) set-aside. The Government will only accept offers from SDB concerns. All responsible SDB concerns may submit a proposal in response to the RFP which shall be considered by the agency. 12. Additional Details: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFP and attachments at https://www.SAM.gov (Contracting Opportunities) when the RFP is posted. It is the OFFERORS’ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website.
