This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA301622U0168 is issued as a Request for Quotation (RFQ). This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06 and DFARS Change 04/28/2022. This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote. This acquisition is a 100% Small Business Set-Aside under NAICS Code 811219 with a size standard of $22.0M. The Defense Priorities and Allocations System (DPAS) rating program does not apply. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors— Commercial Products and Commercial Services; 52.212-2, Evaluation—Commercial Products and Commercial Services; 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services with the quote, see Attachment 2 for the full text of the clause. Quotes are due to the Contracting Office no later than 15 July 2022 at 2:00 PM CT. Submit electronic quotes via email to tyler.troge.2@us.af.mil with a copy to christa.pritchett@us.af.mil. Quotes are to remain valid for a period of not less than 60 days. Quotes received after the due date and time may be considered "late" and ineligible for award consideration. Description of Requirement: The 12 MXG has a service requirement for the repair of four (4) Keysight Technologies, Inc. test equipment and measurement equipment items IAW the Statement of Work (Attachment 1). Delivery shall be FOB Destination. Contractor shall deliver completed assets to 9979 5th Street West (Hangar 63), JBSA-Randolph, TX 78150 no later than 30 days after receiving them at their repair facility. The following addenda applies to the provision: (a) A purchase order will be issued to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria contained in the Statement of Work (Attachment 1). Contractor must meet the standards published in ISO/IEC 17025 and be accredited by a nationally recognized third party accreditation body. If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 3 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price.
