No award will be made until a FORMAL solicitation/RFQ is posted* SCOPE OF WORK The JBSA Lacfkland Car Wash located at 1441 Patrick Street, building 7241, JBSA Lackland, TX 78236-5268 is inoperable as a result of the inclement weather in February 2021. The Air Force requires breakdown, evaluation, repair, and testing of the carwash in order to bring it back into a fully operational state. The contractor is responsible for the entirety of the repair, to include testing and installation of any and all replacement parts to ultimately result in a fully functional car wash. SPECIFIC TASKS The contractor shall breakdown and evaluate the car wash as necessary to ensure all damaged parts are identified and repaired IAW manufacturer standards. All parts shall be new. No used parts shall be installed unless they are an “already functional” part of the car wash in-place. The contractor shall replace approximately 200 linear feet of schedule 40 polyvinyl chloride (PVC) water piping located in the equipment room and out to the storage tank. Additionally, the contractor shall replace the circulating water heater, water softener, water pump, the pressurization bladder tank, the repress pump, the reverse osmosis pressure pump, the filtration canister, and miscellaneous solenoids. This list is not all inclusive and it is the contractor’s responsibility to ensure any non-functional parts identified during breakdown and evaluation are repaired or replaced. SPECIFIC TASK DETAILS 2.1 Breakdown and Evaluation 2.1.1 Contractor shall break down, as necessary, and evaluate the total state of the carwash to determine any additional required repairs not specifically stated by the government herein. The purpose of the evaluation and breakdown is to ensure that all possible parts requiring repair are accounted for, and to ensure all components are functional as designed and intended by the manufacturer. 2.1.2 The primary contract CLIN shall be a “Not to Exceed” (NTE) CLIN, thereby allowing the contractor to perform repairs as necessary as a result of the breakdown and evaluation, within the confines of the NTE amount. The NTE amount is based on the contractor’s repair estimation as proposed to the government, prior to award. Prior to the end of contract performance and acceptance by the government, the contractor shall submit a breakdown of “actuals” to the Contracting Officer for review and acceptance. The breakdown of actuals shall include the total price of all labor, materials, and Other Direct Costs (ODC’s) associated with the repair that were actually incurred as a result of the repair. Known Replacements 2.2.1. PVC Water Piping The contractor shall replace approximately 200 linear feet of schedule 40 PVC water piping located in the equipment room, out to the storage tank. 2.2.2. Intellahot Circulating Water Heater The contractor shall replace and install a new circulating water heater. Preferrably the brand name Intellahot or equal to; the water heater shall heat water to a range of 100-120 degrees Fahrenheit. The heater shall be thermostatically controlled and able to circulate 0-15 gallons per minute (GPM). The power supply is natural gas/120VAC. The water heater shall be low-biproduct gas producing IAW the State of Texas’ environmental standards. 2.2.3. Watts Water Softener The existing water softener is a Watts twin 150k fiberglass tank surrounded by a 5 cubic foot resin tank. The contractor shall replace and install a new water softener with one equal to 120VAC compatible softener with a maximum 25 gallon per minute flow rate. 2.2.4. Grandfus Water Pump The contractor shall replace and install a new 5 HP 3ph 460 Vacuum water pump. The pump may be Grandfus or equal to as long as it has flanged ends w/ 50 GPM @ 40psi pump and pressure rate. 2.2.5. Welltroll EPDM (ethylene propylene diene monomer) Pressurization Bladder Tank The contractor shall replace and install a new EPDM Pressurization Bladder Tank; Welltroll brand or equal to. The tank shall be a Carbon Steel. The tank shall operate with a maximum capacity of no more than 200 gallons with a set pressure of 75 psi. 2.2.6. Ta Co Repress Pump The contractor shall replace and install a new Repress Pump or equal to. The pump shall operate at a minimum of 5 HP 3ph with 460 Vac Flanged Ends w/ 50 GPM @ 40psi pressure rate. 2.2.7. Stay-Rite Reverse Osmosis Pressure Pump The contractor shall replace and install a new 1 HP 1 ph pump delivering 20GPM @ a minimum of 40psi. 2.2.8. Watts Filtration Canister The contractor shall replace and install a new Watts Filtration Canister or equal to. The filter housing canister shall be no larger than 4 inches by 10 inches (4x10) with the capability of filtering no larger than 5 microns pre-filter. 2.2.9. Miscellaneous solenoids The contractor shall replace and install new solenoids where required. The solenoids in need of replacement are ¼” 24vac Solenoids. 3. TESTING 3.1. Function Test(s) Upon completion of work, the contractor shall perform a function test to ensure all components of the car wash are fully functional and that the car wash performs as originally intended. This test may be conducted more than once, and as often as required by the contractor, without government supervision, to ensure the proper function of the car wash. 3.2. Functional Demonstration Prior to the conclusion of the Period of Performance, the contractor shall contact the Contracting Officer to schedule a function demonstration with the end user. The contractor notify the Contracting Officer no less than 5 days prior to the end of the Period of Performance to schedule the demonstration of function. 4. WASTE DISPOSAL AND ENVIRONMENTAL PROTECTION At the end of each work day, the contractor shall remove all residual equipment, components, materials, and/or debris generated and dispose in the appropriate government containers. 5. SECURITY AND CLEAN-UP All areas shall be cleaned of debris at the end of each working day and prior to final acceptance of the work. The contractor shall lock the pump station door [ZJ8] at the end of each evening. 6. WARRANTIES. The contractor shall provide a minimum of 1-year labor and parts warranty. The warranty shall begin immediately upon the date of government acceptance of the invoice. As a deliverable of the contract, the contractor shall provide a readily available phone number and/or email the government may use to contact the contractor in the event of a warranty call. The contractor shall be required to respond to the warranty call within a 24 hour timeframe to schedule warranty work. The warranty contact information shall be provided to the government at the conclusion of the contract period of performance.
