This is a pre-solicitation notice for the purchase of various types of Hill’s Science Diet and Prescription Diet dog food manufactured by Hill’s Pet Nutrition in support of the DoD Military Working Dog (MWD) program at Joint Base San Antonio (JBSA) Lackland, TX. This requirement will be made sole-source to Hill’s Pet Nutrition. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2-Synopses of Proposed Contract Actions in preparation for the release of the Request for Proposal (RFP) at a later date. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. At this time, no questions will be addressed. 1. Description: The solicitation will be issued as a sole-source RFP to Hill’s Pet Nutrition on or about 06 April 2021. Anticipated award will be made on or around 7 June 2021. The North American Industry Code Standard (NAICS) is 311111, Dog and Cat Food Manufacturing, and the Small Business Size Standard is 1,000 employees. The planned procurement method is contracting by Blanket Purchase Agreement (BPA). Place of Contract Performance: 341 TRS, JBSA Lackland, TX 4. Set Aside Status: IAW FAR 13.106-1(b)(1)(i) this will be a sole-source solicitation to Hill’s Pet Nutrition. 5. Additional Details: IAW FAR 6.302-1(b)(1)(i) this requirement can only be fulfilled in full by one supplier, Hill’s Pet Nutrition. This requirement is for the sustainability of 750 to 1,000 military working dogs (MWD) at any given time. The Department of Defense (DoD) MWD Program is required to follow all policies stipulated in Army Regulation (AR) 40-905, Veterinary Health Services. Section 5-5a.(2) of this regulation specifies that the U.S. Army Veterinary Service and the Director, DoD MWD Veterinary Service (DODMWDVS) shall determine the standard diet for the MWD Program. Hill’s Science Diet has been identified as the only dog food meeting all the dietary standards required. Although research conducted via the internet indicated product is available through third part retailers, SKU 603919 for Science Diet Active High Energy is exclusively made for the DoD and not available by any other source.
