This revision to the solicitation is to incorperate Wage Determination 2015-5253 Rev 12 Date 21 Dec 2020. Please review wage determination and make correction to pricing as need. Proposal revisions are due 13 January 2021 at 1:00PM CST, if no revision is received, it is assumed that no prace changes are required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-02 and DFARS change notice dated 10/1/2020. This purchase is restricted to Small Business concerns for NAICS code 541380 (Testing Laboratories) and the size standard is $16,500,000.00. The Government intends to award this requirement as a multiple award Blanket Purchase Agreement (BPA). BPAs will be established with a maximum of three (3) responsible Contractors whose quotes conform to the requirements outlined in this RFQ and are most advantageous to the Government based on the best value determination. This is a requirement for collection and testing for hazardous materials. Please respond to this BPA RFQ by emailing quotes to: Edward Chilson via e-mail: edward.chilson@us.af.mil no later than Tuesday 22 December 2020; 1:00 PM CST (or sooner if possible) in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is finalized, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. Contact Edward Chilson with additional questions at the above noted email address in accordance with (IAW) “Questions/Concerns” under Notes and Instructions paragraph 2. By submitting a quote, the Contractor concurs that quote is for all services noted within this solicitation and IAW Performance Work Statement (PWS). Furthermore, by submitting a quote, the Contractor concurs the capability to implement all services in accordance with (IAW) the PWS and shall provide the appropriate licensed/certified individuals to fully implement the required services (refer to 52.212-2 under Notes and Instructions).
