This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) and is solicited and will be awarded IAW FAR Part 13. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04 and DFARS change notice dated 01/25/2021. This is a requirement for electromagnetic pulse (EMP) field survey for Joint Base San Antonio (JBSA) Electromagnetic Defense Initiative (EDI), located JBSA-Lackland, Texas. Due to the extreme weather in Texas the solicitation and correlating site visit, and questions dates have been adjusted. The vendor shall respond to this RFQ by: 19 March 2021; 10:00am CST via email to Contract Administrator: Jason Wilburn, email jason.wilburn.2@us.af.mil, and Contracting Officer: Audra Novatnak; email: audra.novatnak.1@us.af.mil . Late submission will be treated IAW FAR 52.212-1(f). Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a Firm Fixed Price acquisition is full and open, utilizing NAICS 541370 – Surveying and Mapping Services, Business Size Standard, $16.5M. Instructions: This is a notice that this purchase order is solicited as Full and Open Competition under NAICS 541370, therefore all business categories may submit a quote. Site Visit. Available upon request. Request must be received no later than 2 March 2021. The site visit will be on 3 March 2021 at 1300. All contractors will meet with the contracting personnel at the Lackland AFB visitor center gate at 1230 for me to check your party in. All individuals coming on base will need a valid driver’s license, and the person driving will need current registration and insurance. I addition this will be on federal land so mask must be worn at all times. The visitor center address is Building #2292, 2602 Luke Blvd, Lackland AFB, TX 78236 Questions/Concerns. Shall be submitted via email to jason.wilburn.2@us.af.mil not later than 5 March 2021, by 12 P.M. CST. Basis for Award. The basis for award decision will be made on price, capability to provide the field survey while meeting requirements in the performance work statement, and past performance. After preliminary consideration of all quotes received, best value award decision will be made by identifying the quote that has a fair and reasonable price, demonstrates the capability to meet the requirements of the performance work statement, and that has past performance that is deemed acceptable. Past Performance. Quoters shall submit recent (within the past 3 years) and relevant (similar in scope) past performance information and references for field surveys used to complete EMP testing. If no past performance exists, the quoter shall state so. This past performance must detail the scope of the project. This performance must be with government entities and have been accomplished in accordance with Military Standard 188-125 or accomplished in the manner that allowed for any further work (i.e. testing ,or reinforcement construction) could use the survey to be accomplished in accordance with Military Standard 188-125. Provide the contract number, name, phone number, and email address of the past performance references. In addition, provide any contract numbers that are associated with any past performance provided. The government will evaluate past performance by contacting the provided references and by checking past evaluations and FAPIIS in the cpars.gov website. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://beta.sam.gov or at www.sam.gov and provide mandatory information. Compliance with Performance Work Statement: The Contractor shall ensure that their quote reflects their process that will be used to meet the requirements as outlined in the Performance Work Statement (PWS) dated 25 January 2021.
