This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 1. Solicitation number FA301620Q0082 is issued as a Request for Quotation (RFQ). 2. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06-24 (In accordance with CON-IT and Clause Logic Service). 3. The applicable NAICS code is Number is 334118 - Computer Terminal and Other Computer Peripheral Equipment Manufacturing. This requirement will be a competitive small business set-aside. This U.S. industry comprises establishments primarily engaged in providing computer related services (except custom programming, systems integration design, and facilities management services). Establishments providing computer disaster recovery services or software installation services are included in this industry, with a size 1,000 employees. 4. Contract Line Item Number (CLIN) 0001, apply to this requirement. See Schedule of Supplies at Attachment # 2"Clauses and Provisions" Attachment #3 for SOO 5. Description: Freestanding automated KIOSK numbering system to allow for smoother processing of visitor access control and lower average wait times. Touchscreen or keyboard input mechanism visitors can utilize to input the required information to receive a visitor pass to enter the installations. The KIOSK shall have at least a 19" Liquid Crystal Display (LCD) screen with an integrated rugged keyboard with track ball. The contractor shall provide a programmable system capable of storing questionnaires to assist VCC Operators in assessing the multitude of potential reasons an individual might have to access JBSA. The computer system shall integrate with both the KIOSK and the wall-mounted status board provided by the customer. The system shall have 802.11 wireless connectivity or similar specifications. Computer’s operating system shall be Windows 10 or higher, as all previous editions are obsolete, and contain a high-speed processor capable of running the programs required with minimal interruption and a minimum of 8GB of RAM. The system shall consist of one (1) freestanding KIOSK, (1) desktop computer capable of operating the entire system at each of the above locations totaling five (5) each. 6. Deliver FOB Destination to Joint Base San Antonio five locations: Ft. Sam Houston bldg. 3704 I-35 VCC and Bldg. 4179 Walters VCC, Lackland Air Force Base Bldg. 2196 Luke East VCC and Bldg. 9504 Valley-Hi VCC and Randolph Air Force Base, Bldg. 1032 Main VCC. Desired delivery date is 60 Days after Receipt of Order (ARO). Insert proposed delivery date in Schedule of Supplies. The following clauses and/or provisions apply to this acquisition and are continued at Attachment 3. 7. The provision at 52.212-1, Instructions to Offerors - Commercial Items, in addition to the Addendum to FAR 52.212-1, Instructions to Offerors- Commercial Items applies to this acquisition. 8. The provision at 52.212-2, Evaluation - Commercial Items, in addition to the Addendum to FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. Offerors are required to include a completed copy of the provisions at 52.212-3 Alt 1, Offeror Representations and Certifications -- Commercial Items, with their offer. 10. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and any Addendum to FAR 52.212-4. 11. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applicable FAR clauses cited in the clause are identified in the attached RFQ. 12.
