This announcement constitutes the only solicitation; quotes are being requested and a separate Request for Proposal (RFP) will not be issued. The solicitation number is FA301619QA137 and is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 and DFARS change notice 20190809. This purchase is restricted to Small Business concerns. This NAICS code is 334220 and the size standard is 1,250 employees. This is a requirement for GPS device GoTenna Pro X as stated below. Any and all questions will be due by 12:00PM CST 9 September 2019- Monday. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified in this solicitation shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to determine if sources capable of satisfying the agency's requirement exists and determine if GoTenna's Pro X is the only product capable of communicating to the Android Tactical Assault Kit (ATAK) system currently in place. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. We are seeking information for a purchase order requirement for GPS devices that can communicate to the ATAK system currently in place for the 350 SWTW at Joint Base San Antonio(JBSA), Texas. Per the Statement of Work (SOW) the GPS device requirement is a mobile standalone capability that can operate in a tactical environment that allows the tracking of students via line of sight global positioning system beacons and the Android Tactical Assault Kit (ATAK). The standalone capability must include all hardware and software and be mobile, easily transported, set-up and packed up quickly. The equipment must be able to communicate with each other via a mesh network for use in the training range where cellular service is questionable. Further features are as follows: Team Tracking with GPC location; text messaging; Point Sharing for ATAK cursor on Target (CoT) points; collaborative mapping with perimeter and line making overlay on detailed topographic, street and satellites maps and Server Backhaul for automated TAKServer connections. Private encrypted 1-1 messaging, Private encrypted group messaging, Detailed topographic offline mapping, Contextualized locations shared by other, Create and share pins for locations, Automated sensor-based emergency beaconing, and End-to-End PKI encryption (384-bit elliptic curve -TS level) Upon review of industry response to the Sources Sought, the government will determine the solicitation strategy. The Government anticipates competing the solicitation under a brand name justification for GoTenna's Pro X product. It is anticipated that a firm fixed price (FFP) contract will be awarded. The NAICS Code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing). Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. A response to this sources sought notice will not be considered an adequate response to any forthcoming solicitation announcement. There is no solicitation available at this time. Response Information: It is requested that interested business submit to the Contracting Office's product requirement statement. The Product requirement statement shall address, as a minimum, the following: 1)Company name, address, phone number, point of contact, cage code and 2) state the product and specifications with capability of meeting the agency's requirement which include connecting to the ATAK system.
