Presolicitation Notice: FA3016-19-B-A002 This notice is posted in accordance with FAR 5.2 and 36.213-2. The NAICS code is 237310 and the Size Standard is $36.5M, and it is a Category Z - Maintenance, repair, and alteration of real property program This RESTRICTED ACQUISITION is set-aside for Women-owned small business, prior to the closing date of the solicitation. Status as an EDWOSB concern or WOSB concern eligible under the WOSB Program is determined in accordance with 13 CFR part 127; to be eligible offerors shall: (1) Be registered in the System for Award Management (SAM); (2) Be self-certified as an EDWOSB or WOSB concern in SAM; and (3) Has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program Repository. The "WOSB Program Repository" is a web-based application used to store and verify eligibility of a business concern for a contract awarded under the WOSB program. Offerors are encouraged to review the eligibility requirements as noted in FAR Subpart 19.1500, and the Women-Owned Small Business Federal Contracting program page (https://www.sba.gov/federal-contracting/contracting-assistance-programs/women-owned-small-business-federal-contracting-program) for assistance on certification and the WOSB Program Repository. In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Repair Corporal Johnson Road; Project Number: JBSF170237. This is a construction requirement. The objective of this requirement is for the procurement, and repair of CPL Johnson Rd and Chaffee Rd and proceed east to the intersection of CPL Johnson Rd and Garden Avenue. This project includes demolishing selected damaged curb and gutter, construction of new curb and gutter, subgrade repair including lime stabilization and compaction of subgrade and re-compacting base material, milling of existing asphalt pavement, regrading, filling, shaping, and compaction of road base material, installation of new precast curb inlets, 3-inch thick overlay of new asphalt pavement for the majority of the pavement in the project and 2-inch thickness overlay of new asphalt pavement for the rest of the pavement, painting Fire Lane curb, and re-establishment of pavement markings. The location of work will be on Joint Base San Antonio - Fort Sam Houston, Texas. The 502D Contracting Squadron , Joint Base San Antonio Texas intends to award a contract with an estimated 363-day period of performance. The estimated magnitude of the entire contract is between $500,000 and $1,000,000. NOTES: 1. The solicitation with the official specifications and drawings will be available on the government point of entry on or about 08 FEB 2019, at http://www.fbo.gov. The tentative date for receipt of Bids is 08 MAR 2019. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from www.fbo.gov. 3. There is no fee for this solicitation. 4. A registration page will be attached to the website. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6. Contractors shall be capable of securing bonding for the total proposed amount. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." If funding is not available by 30 Sep 19 the solicitation will be cancelled. An award prior to 30 Sep 19 would require the contractor to begin performance within 90 days of award date in order to meet Bona Fide Need.
