This notice serves to announce the intent of the 81st Contracting Squadron to issue an unrestricted (full and open) solicitation for Donor Blood Testing Services to include single donor unit testing, confirmatory testing, reduced leukocyte testing and titers testing for the Keesler Medical Center located at Keesler Air Force Base (KAFB), Mississippi. The period of performance for this contract is expected to be 1 Oct 2019 - 30 Sep 2020 with options to extend for an additional 54 months. The place of performance is unknown; however, the Contracting Officer has requested wage determinations for Birmingham, AL, Burlington, NC, Tulsa, OK, McKinney, TX, Hammond, LA and New Orleans, LA as the most likely places of performance. Wage determinations for additional possible places of performance will be requested if the request is received in writing (fax and e-mail OK) no later than 12 Aug 2019. The anticipated date the solicitation will be posted to http://www.fedbizopps.gov is 18 Jul 2019. The applicable NAICS code for this acquisition is 621511 and the small business standard is $32.5 million. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." The government anticipates award of a firm-fixed price contracts as a result of the solicitation using Simplified Acquisition Procedures under the authority of FAR 13.5. The solicitation may be downloaded from FedBizOpps, since copies of the solicitation will not be available for mailing. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency. Registration may be accomplished at https://www.sam.gov/. It is the potential offerors responsibility to monitor the website for any postings and/or solicitation changes, amendments and closing date. No paper copies will be available and no electronic or verbal responses to this synopsis will be accepted.
