Request for Information (RFI)/Sources Sought (SS) Maxwell Air Force Base (AFB) - Airmen and Family Readiness Services Center Disclaimer This Request for Information (RFI)/Sources Sought (SS) seeks information regarding availability and capability of all qualified sources, large and small businesses, to perform a potential requirement. Responses received will be used for acquisition strategic decision making purposes only and will not be disclosed outside this agency. This announcement is for informational purposes only. The information obtained may be used for acquisition planning purposes and to determine whether the acquisition may be set aside for small businesses. This announcement does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), or a Request for Quotations (RFQ), and is not to be construed as a commitment by the Government to issue a contract or otherwise pay for the information solicited. The Government does not intend to award a contract on the basis of this notice. Companies responding to this RFI/SS notice are advised that participation does not ensure involvement in future solicitations or contract awards. No proposals are being requested or accepted under this notice, and this announcement shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract, nor does this synopsis restrict the Government to a particular acquisition approach. Contact with Government personnel, other than those specified in this RFI/SS, by interested firms or their employees regarding this requirement is not permitted. The Government will not pay for any information submitted in response to this announcement. Any costs associated with providing information to either this notice or any follow-up information requests shall not be reimbursed. Costs incurred as a result of this announcement shall be borne solely by the respondent and shall not be payable by the Government. Description of the Requirement The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) – Randolph, Texas (TX), is seeking information concerning the availability of technically and financially capable firms to provide non-personal services Management and Administration of Comprehensive Airmen and Family Readiness Services Center (A&FRC) in support of the base populace and assigned units at Maxwell Air Force Base (AFB) in Montgomery, Alabama (AL). Please note that all areas highlighted in Yellow in Attachment 2 are in support of A&FRC. All interested firms, regardless of their socio-economic program status or size, are invited to respond to this RFI. MAXWELL AFB A&FRC: Is currently provided under Section 30 of the Base Operations Support contract. Under Section 30, the service provider (SP) provides human resources (HR) services in support of active duty, guard, reserve, Department of Defense (DoD) civilian employees, Non- Appropriated Funds (NAF) employees, contractors, retirees and eligible family members. Within Section 30 the SP manages A&FRC to include Personal and Work Life, Financial Readiness, Deployment Support and aspects of volunteerism. Provide 24-hour on-call assistance and support for mobilizations and deployments, Evacuation Reception Centers/Emergency Family Assistance Center (EFAC). Manage the HR services and perform quality work performance in accordance with applicable directives, standards and guidelines as listed in Appendix 30A. (See Attachment 2 – PWS Section 30 Human Resources 15 Nov 2021) For purposes of this RFI/SS Notice, the main North American Industry Classification System (NAICS) code for the requirement may be 541612, Human Resources Consulting Services, Size Standard $16.5M average annual gross receipts. Please refer to the Small Business Administration website at www.SBA.gov for further details on how annual revenue is calculated. NOTE: The attached PWS documents are currently being revised and are subject to change in any resultant solicitation(s). Small Business Information The Government reserves the right to determine whether a Small Business (SB) set-aside is appropriate for this acquisition based on responses to this notice. In order to support a Government SB set-aside determination, interested SB concerns must provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. Acquisition Information The Government is contemplating competing Management and Administration of Comprehensive Airmen and Family Readiness Services Center (A&FRC) as a separate requirement from the Base Operations Support requirement. The Government is also contemplating competing Section 30 – Human Resources as a separate requirement from the BOS requirement. It is the responsibility of prospective Offerors to check this site regularly for any changes or updates. Response Submission All interested parties who believe they can meet all aspects of the requirements are invited to complete Attachment 1, Contractor Capability Survey, describing their capability and qualifications to provide the aforementioned support services. The purpose of using the survey format, in lieu of a free format, is to obtain pertinent and uniformed information from all interested firms. Interested firms must be registered in the System for Award Management (SAM) to be eligible for payment from any Department of Defense activity. Information on registration and annual confirmation requirements may be obtained at www.SAM.gov.
