This notice is intended to supplement notice FA3002-20-MAFMT. SEE NOTICE FA3002-20-MAFMT FOR AIRCREW TRAINING SPECIFICS. The 338 Enterprise Sourcing Squadron (338 ESS) is seeking information concerning the availability of capable contractors to provide non-personal services for Aircrew and Maintenance Training as required for Foreign Military Sales (FMS) and United States Government (USG) students. Place of performance is to be recommended by the offeror(s) or as requested. This Sources Sought Notice/ Request for Information (RFI) is issued and intended for market research and planning purposes only. The information obtained in response to this RFI will be used to help locate and identify qualified, experienced, and interested potential sources in addition to commercial practices in the support service sought. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and to be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Codes are 611512 and 611513. The small business size standard for NAICS 611512 is $30M. The small business size standard for NAICS 611513 is $7.5M. Description of Services Note: The description herein is a summary of anticipated services and is not intended to be all-inclusive. Training is required for multiple types of aircrew positions (i.e. pilots, navigators, flight engineers, loadmaster and mission sensor operators) with Initial, Recurrent and Seasoning training, and to provide maintainer maintenance training on the following aircraft but not limited to: Cessna 208, MD-500 series, A-29, AT-6, S-70, King Air series, Mi-17, PC-12, Bell 200 series, Bell 400 series, T-6, Cessna 172 and Cessna 180. Proposed training will be commercial. All instruction and technical information shall be in the English language. Contractor shall provide training at the contractor’s CONUS location in accordance with (IAW) objectives to provide necessary skills to aircrew personnel to support their flying mission. Maintenance training may be performed at OCONUS location. Basic Maintenance Course Basic courses to provide but not limited to basic academic and maintenance training skills in power plant, airframe, and aircraft systems. Basic courses should allow students to successfully complete basic maintenance on various aircraft types. The training shall be accomplished in accordance with Original Equipment Manufacturer (OEM) technical guidance. Students should be able to perform all facets of aircraft maintenance and repair to FAA regulations and manufacturer specifications. Intermediate Maintenance Course Intermediate courses to provide but not limited to intermediate academic and maintenance training skills in power plant, airframe, and aircraft systems. Intermediate courses should allow students to successfully complete intermediate maintenance on various aircraft types. The training shall be accomplished in accordance with Original Equipment Manufacturer (OEM) technical guidance. Students should be able to perform all facets of aircraft maintenance and repair to FAA regulations and manufacturer specifications. Advanced Maintenance Course Advanced courses to provide but not limited to advanced academic and maintenance training skills in power plant, airframe, and aircraft systems. Advanced courses should allow students to successfully complete advanced maintenance on various aircraft types. The training shall be accomplished in accordance with Original Equipment Manufacturer (OEM) technical guidance. Students should be able to perform all facets of aircraft maintenance and repair to FAA regulations and manufacturer specifications. OCONUS Maintenance Training OCONUS training is performed at the host nation site using host nation supplied equipment. The training requirements will be spelled out at the TO level. OCONUS training includes all training identified on individual TOs, and travel costs (listed below and in Appendix B) with the exception of labor for contractor personnel in support of the contract. After review of the attached Draft PWS, Draft CLIN Structure, and Draft Aircraft Categories, please provide a capability statement and address the following questions: The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. Please limit the capability statement to no more than 20 single-sided, type-written pages using font size 12. Published literature may be any number of pages. At a minimum the following information is requested: (1) Organization name, address, point of contact, telephone number, e-mail address, Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) Number; (2) Approximate annual gross revenue; (3) Business size (large business, small business). Note: The Government reserves the right to determine whether or not a small business set-aside would be appropriate based on responses to this notice. (4) If you indicated your business size as “small business”, if applicable, specify small business socioeconomic program status –[Small Disadvantaged Business (SDB), 8(a)-certified small disadvantaged business, historically underutilized business zone (HUBZone) small business, service-disabled veteran-owned small business (SDVOSB), woman-owned small business (WOSB)]; (5) The contract clause at FAR 52.219-14, states that for contracts for services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business or with similarly situated entities (A similarly situated entity is a subcontractor that has the same small business program status as the prime contractor, and is small for the NAICS code that the prime contractor assigned to the subcontract). Based on the clause information how does your firm plan on meeting this requirement. (Self (Prime), Joint Venture Agreements, Teaming Arrangements and Letters of Intent for first-tier subcontractors for performing as a team.), specify the functions for which you plan to use subcontractors to include rationale on meeting the clause. (6) The requirement is comprised of aircrew and maintenance training; please address the following questions related to the structure of this requirement: (a) Is your firm interested in, and capable of, performing aircrew and maintenance training? (b) What are the relative advantages/disadvantages to separating the requirement into two segments ((1) aircrew and (2) maintenance)? Vendors would be allowed to choose between proposing on either segment or on both. (c) What are the relative advantages/disadvantages to keeping the maintenance and aircrew training requirements together, ensuring that all vendors are capable of performing the entire scope of work? (d) If the requirement were separated into two parts, would your firm be interested in one or both parts? Please specify either aircrew or maintenance training if you indicate that you would be interested in one part. (e) If the requirements were separated into two parts, which areas (PWS paragraphs or CLINs) would you consider set-aside for Small Business? (7) Does the current PWS language provide sufficient flexibility to include all possible COTS solutions to include virtual reality (VR) or other alternative training methods? (8) For maintenance training, please provide an example of what would be considered “Basic”, “Intermediate”, and “Advanced”. (9) Please provide any recommendations/feedback regarding the Draft PWS, Draft CLIN Structure, and Draft Aircraft Categories.
