This is a sources sought synopsis in support of a market survey being conducted by the 11th Contracting Squadron, Joint Base Andrews, MD 20762 in accordance with Federal Acquisition Regulation Part 10, Market Research, to determine interest and capabilities of potential sources to provide Aircraft Refurbishment for a Helicopter. This synopsis is for informational and planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, a commitment on the part of the Government to later publish a solicitation, or ultimately award a contract. The Government will not reimburse the costs of preparing or submitting a response to this synopsis. The intent of this notice is to identify potential offerors to provide: The Contractor shall, provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove all coverings and protections associated with long-term storage in the elements, repair any rust or visible damage, apply new coat of primer and paint scheme identical to current 1st Helicopter Squadron aircraft, and accomplish any other beautification processes to ensure the aircraft is prepared for long-term exposure to the elements. The contractor will also be required to fabricate and fasten a mounting plate on the bottom of the helicopter to prepare it for mounting to a pedestal. Additionally, the contractor will be required to install light-weight support rods inside the aircraft to maximize structural integrity for high wind situations. Finally, the contractor shall install cable links and cables that stretch from the tip of each of the rotor blades to the main body of the aircraft. Said services shall be conducted in strict compliance with local, Air Force, Department of Defense, OSHA, and AFOSH standards mandating applicable safety requirements. Interested sources capable of providing this requirement must respond by e-mail to t.v.miller.mil@mail.mil, referencing Aircraft Refurbishment no later than 30 July 2019, at 1:00 PM EST. Interested sources shall indicate whether they are capable of providing the subject requirement, how long after issuance of a purchase order would it take to complete the requirement, if they are located on the East Coast, and furthermore indicate their size and status (i.e., small business, 8(a), HUBZone, WOSB, SDVOSB, etc.). No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. An award will not be made on offers received in response to this notice. This source sought synopsis is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability of sources.
