This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The contractor shall provide round-trip transportation for an estimated 225,000 spectators within an estimated radius of 13 miles of Joint Base Andrews NAF Washington, Maryland, hereafter referred to as Joint Base Andrews. Transportation support will be used from 16-18 Sept 2022. The contractor shall also provide transportation for an estimated 20,000 Department of Defense (DOD) spectators on and around Joint Base Andrews from 16-18 Sept 2022. Spectators may be handicapped or disabled. Transportation must comply with the Americans with Disabilities Act 1990 (ADA). Must have previous experience in managing a fleet of no less than 250 buses and transporting no less than 225,000 spectators for a multi-day event. The contractor shall have previous experience/past performance experience no less than five (5) years. Previous Air Force Airshow experience is desirable but not mandatory. A maximum of 250 buses will be provided at one time (40 on Friday 16 Sept, 250 on Saturday 17 Sept, and 250 on Sunday 18 Sept). Transport buses utilized for this contract shall be 2010 models or newer. A minimum of 75 buses utilized must be handicap accessible. In addition, we will require 7 handicap-only vans - 3 for Andrews on Friday through Sunday and 4 for FedEx field on Saturday and Sunday. All buses shall be clean, free of trash, no holes in seats, and be equipped with an operational air conditioning system. Buses shall be able to accommodate between 41-51 passengers. All buses shall meet State of Maryland, The United States Department of Transportation, Interstate Commerce Commission Regulations, and Federal Motor Vehicle Safety Standards.
