Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is posted in accordance with FAR 8.405-6(a)(2)(i)(A) Solicitation number FA286020R0021 is being issued as a Request for Proposal (RFP) using the Ordering procedures for Federal Supply Schedules in accordance with FAR Part 8 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-02. All responsible sources may submit an offer to be considered by the agency. 2. Acquisition Details This requirement is set aside 100% for Small Business. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. For further details on evaluation procedures, refer to FAR clause 52.212-2 “Evaluation – Commercial Items” located below in this solicitation. The North American Industry Classification System (NAICS) code is 621999 (“All Other Miscellaneous Ambulatory Health Care Services”), and the business size standard is $15M. 3. The Government will award a fixed price contract for the following items. This is being solicited for the 11th Medical Group (MDG) at Joint Base Andrews. The estimated quantities of work are 198 boxes per month (25 boxes of incineration of medical waste and 173 boxes of removal and disposal of medical waste) or 2,376 boxes annually (300 boxes of incineration of medical waste and 2076 boxes of removal and disposal of medical waste). Contractor shall provide the medical waste boxes, liner, tape, transportation, disposal, all documentation and in-service requirements. The contractor shall pick up from the following locations: 11th Medical Group Bldg. 1050, Andrews AFB MD Pickups shall be on Monday and Thursday 11th Medical Squadron 238 Brookley Ave. Bldg. 1300 Joint Base Anacostia-Bolling DC 20032 Pickup once a week Method of Disposal: Contractor shall transport boxes of regulated medical waste from the government facility to an identified and permitted regulated medical waste incinerator / sterilizer / compactor. Clean Up: Contractor shall clean all debris caused by the removal and loading of the regulated medical waste. The area shall be returned to the original condition prior to pick up. Cartons: Contractor shall provide a supply of cardboard boxes designed for the purpose of transporting regulated medical waste and properly labeled per county, state and federal regulations. An estimated 200 boxes shall be delivered each month to the 11th Medical Group JBA and 20 boxes to 11th Medical Squadron JBAB. Container Size: 17x17x24 Bags: Contractor shall provide a supply of 3.0 milliliter thick, red hazardous waste bags properly labeled per county, state, and federal regulations. An estimated 300 bags shall be delivered each month to the 11th Medical Group JBA. Delivery Tickets: Contractor shall furnish a delivery ticket to the government representative at each location for every pick-up and delivery. Interruptions in Service: Contractor shall notify the Contracting Officer immediately in the event of any interruptions in service and the appointed COR. Transporting Waste: Contractor shall ensure that regulated medical waste is not transported with any hazardous waste as defined by the Resource Conservation and Recovery Act (RCRA). The contractor shall provide copy of proof of each disposal made within the allotted timeframe. More information can be found in the SOW attached with this solicitation. 4. (End of clause) 5352.201-9101 OMBUDSMAN (JUN 2016) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
