This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Combined Synopsis Solicitation Number FA286020QM054 is being issued as a Request for Quote (RFQ) using the simplified acquisition procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 effective 08-31-2020, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) effective 06-05-2020, and Air Force Acquisition Circular (AFAC) 2019-1001 effective 04-23-2020. All responsible sources may submit an offer to be considered by the agency. This is a RFQ for the supply of an outdoor speaker system for the USAF Band at Joint Base Anacostia-Bolling, Washington DC, utilizing a brand name Justification and Approval (J&A) for a portion of the acquisition. This requirement is a total small business set-aside (100%). The North American Industry Classification System (NAICS) code is 334310 and the business size standard is 750 employees. Offerors must propose on an all or none basis in accordance with FAR 52.212-2. Prospective offerors must be actively registered with the sam.gov system, and are responsible to download any amendments or other documents from this website without further notice from the Government. The Government intends to award a firm-fixed price contract. All items shall be delivered within sixty (60) calendar days after award. Offerors shall reference Addenda to FAR 52.212-1 and FAR 52.212-2 for details regarding instructions to offers and evaluation criteria. This document constitutes the full combined/synopsis solicitation to include clauses incorporated by reference and full-text. All quotes must be sent electronically via e-mail to the Contracting Officer, SrA William D. Toth, at william.toth.4@us.af.mil. Quotes shall be submitted no later than 3:00 PM EST, 15 September 2020. Questions regarding this combined synopsis/solicitation shall be submitted to the Contract Officer no later than 10:00 AM EST, 14 September 2020. Written quotes are required (oral offers will not be accepted). Allow sufficient time for receipt of offers. All qualified responsive/responsible offerors may submit a quote which shall be considered by the agency if received timely. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the government cancels this solicitation the government has no obligation to reimburse or offeror any costs incurred in preparation of a quote.
