The Contractor shall accomplish activities necessary to support the Joint Base Andrews, MD (JBA), Davidsonville, MD, and Brandywine, MD, Cross-Connection Control and Backflow Prevention Program. The primary goal of this task order is to assist the base in complying with Air Force Instruction 32-1067, Civil Engineering Water and Fuel Systems (4 February 2015), requirement to conduct a cross-connection survey every five (5) years. Specific task order objectives are as follows: Conduct a cross-connection control survey of all water-using facilities. Update the cross-connection inventory with data collected during the field survey. Develop a cross-connection control survey memorandum report that includes findings from the survey and prioritized recommendations for program improvement along with associated cost estimates. 2.0 TASK REQUIREMENTS Task 1 Work Plan, Kick-off Teleconference, and Health and Safety Plan The Contractor shall develop and attend a kick-off teleconference with the JBA Backflow Program Manager and Contracting Officer’s Representative (COR) to discuss the work, and associated requirements to be accomplished under this TO. The purpose of the meeting will be for the Contractor to become familiar with the project expectations and requirements, and to begin preliminary planning and data gathering. Other issues affecting installation operations and actions will be included in the discussions. At a minimum, the following will be discussed: Points of contact and lines of communication Information/data available Applicable installation policies and requirements Applicable installation procedures for site access and coordination Various compliance plans, programs, and policy As part of the kick-off teleconference, the Contractor shall present the Draft Project Work Plan. The work plan shall address project organization, personnel, and project management; technical approach; coordination procedures and activity and deliverables schedule; quality assurance and quality control procedures, and activities that will contribute to the successful execution of this TO. The Contractor shall arrange, prepare an agenda and handouts, and conduct a project kick-off teleconference. Following the meeting, the Contractor shall prepare and submit meeting minutes documenting and summarizing substantive information discussed and decisions made during the kick-off teleconference. The meeting minutes shall be included as an appendix of the Final Project Work Plan. An onsite technical kick-off meeting will occur on the first day of the survey site visit as discussed under Task 2. The Contractor shall develop an internal Health and Safety Plan (H&SP). The purpose of the H&SP is to outline health and safety procedures and protocol to be followed by Contractor personnel during cross-connection survey field activities. The H&SP shall comply with applicable Federal, State, and local health and safety requirements, including guidelines established by the Occupational Safety and Health Administration (OSHA). Also under Task 1, the Contractor shall request necessary documents from the base and conduct a comprehensive review of that data prior to the site survey. This data may include: GIS maps and engineering drawings of the installation potable water system (including associated irrigation and building footprints) Existing backflow prevention device (BPD) records, specifications and other documents that may be of value in defining the cross-connection and backflow prevention issues Real Estate Listing of all base buildings (excluding housing) Task 2 Cross-Connection Control Survey The Contractor shall furnish the personnel, equipment, materials, and other requirements necessary for, or incidental to the performance of work associated with this task order. The Contractor shall conduct a site visit to identify protected and unprotected cross-connections and interview base Bioenvironmental Engineering, Civil Engineering, and Utilities personnel. An inbriefing shall be conducted on the first day of the site visit to discuss proposed site visit activities and pre-coordination efforts (e.g., logistics, escorts, mechanical room access). The Contractor shall inspect each building suspected of having a connection to the potable water system including a 100-foot radius surrounding the outside of each building surveyed. The survey team shall consist of at least one person trained and experienced in cross-connection survey methodology. The Contractor shall assume the following for the survey: Up to 500+ water-using buildings will be surveyed at main base and two satellite facilities Up to 20 of the 500+ buildings are considered unusually complex (e.g., dining facilities, vehicle maintenance, etc.) and will require extra survey time Military family housing will be excluded from the survey The hospital will be excluded from the survey Mechanical room keys will be provided to each team lead to facilitate efficient access to cross-connections during the survey At least half a day will be lost in order to coordinate access to secure areas and attend the onsite kick-off meeting The Contractor shall identify all water uses and examine all visibly exposed water piping and point of use devices internal and external to the facility. All potential cross-connections between the potable and non-potable water uses or sewers shall be documented. Each cross-connection shall be located, catalogued, and tagged. The Contractor shall identify, catalog, and evaluate all existing protections, including air gaps, vacuum breaks, and other BPDs. Information shall include location, type, manufacturer, model number, serial number, device size and date installed, if applicable. The Contractor shall include a color photograph of each cross-connection and device where installed. The Contractor shall not inventory untestable devices such as low hazard hose bibs and laboratory sink vacuum breakers or devices integral to food service equipment and medical equipment. Contractor shall not perform any demo work to any walls floors or ceilings in any facility in the completion of this survey. The Base Bioenvironmental Engineer and Backflow Program Manager shall be notified of all high hazards when identified during the survey in order that any serious health threat can be corrected immediately. Task 3 Cross-Connection Survey Database and Report The Contractor shall use customized forms for field data collection. The inventory and survey results from survey forms, as well as digital photographs, will be entered into an Excel spreadsheet. The Contractor shall produce a Cross-Connection Survey Memorandum Report in draft version. This report will include identification of all actual and potential cross-connections, the hazard classification of each, and recommended corrective actions along with approximate costs to implement each recommendation. This report will include a section outlining the justification for recommended corrective actions. The Contractor shall include a narrative description of the building, identify where BPDs are installed, and determine where BPDs or corrective actions are needed. For each potential cross-connection identified that requires corrective action, the Contractor shall rank in descending order, from most hazardous to least hazardous, to allow prioritization of corrective action to be accomplished. The Contractor shall identify approximate costs for each corrective action, considering material, labor, and equipment. The Contractor shall incorporate edits based on draft report review comments and submit the final report to the government. The final report shall include data and reports in electronic format. 2.1. The following work description shall serve as general information only and shall not limit the contractor’s responsibility or obligations to conform to all state, local laws, The American Society of Sanitary Engineering (ASSE), AFI 32-1067, Local & International Plumbing Code, USC Foundation for Cross-Connection Control and Hydraulic Research, and other relevant guidance documents and/or state and local guidelines. All work performed in this contract shall be performed by a fully trained and certified technician for the equipment being surveyed. Contractor shall provide a written report of all findings relating to devices, assemblies, back flow and cross connection methods at the completion of the survey.
