This is a combined synopsis/solicitation to provide notice to vendors of a requirement that is being solicited as a sole-source solicitation to Motorola, Inc. in accordance with procedures identified in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor shall provide all management, supervision, labor, equipment, tools and other resources necessary for the maintaining and servicing of the Mach Alert Fire Station Alerting (FSA) System and Motorola Wave Systems for the Joint Base Andrews E911 Fire Emergency Communications Center, located at Fire Station 1 (Building 1287), Fire Station 2 (Building 3464) and the Base Hospital (Building 1060). This announcement constitutes the only solicitation and a written solicitation will not be issued, however proposals are requested. The Government intends to award one contract as a result of this solicitation. However, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. The government anticipates a multiple year award for a period not to exceed four (4) consecutive years, following the initial performance period of eight (8) months from the date of award. This requirement is being advertised as a sole-source solicitation, however, offers will be accepted from any responsible vendor who is able to meet the requirements of this solicitation. The North American Industry Classification System (NAICS) code for this requirement is 811213, Communications Equipment Repair and Maintenance and the size standard is $12 million. The services requested will be procured using FAR Parts 12 and 13 procedures. Offerors must register in the System for Award Management (SAM) and submit all items required by this solicitation. Offerors must also acknowledge any and all amendments to this solicitation. Failure to accomplish any of the aforementioned requirements may result in the Offeror being deemed non-responsive and not further considered for award. If the contractor intends to subcontract any work required under this PWS, please identify the subcontractor and work to be performed. The Contracting Officer may then provide a written approval/disapproval of the proposed subcontracted work, in accordance with DFARS 252.237-7006, Subcontracting. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the government cancels this solicitation the government has no obligation to reimburse or offeror any costs incurred in preparation of this proposal.
