Notification of Government Intent to Sole Source – Airfield Lighting Control Computer System The 316th Contracting Squadron at Joint Base Andrews, Maryland, intends to award a simplified acquisition contract on a sole source basis to ADB Safegate Americas LLC, in accordance with FAR 6.302-1(a)(2) “Only one responsible source and no other supplies or services will satisfy agency requirements.” ADB Safegate Americas LLC is the only company that can provide an airfield lighting control and monitoring system, testing, inspection, maintenance, and upgrade services, and all the management, tools, supplies, equipment and labor (i.e. ADB licensed technicians) necessary to perform annual inspections and preventative maintenance services of the hardware and software components of the ADB system. They are the original equipment manufacturer of the existing infastructure, and are currently the only company that can provide the compatible products and services necessary in this follow-on requirement. A determination by the Government not to compete the proposed procurement action based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) Code for this acquisition is 238210 “Electrical Contractors and Other Wiring Installation Contractors” with a size standard of $16.5 million dollars. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred in preparation of any capabilities statements or documents prepared for this notice. This is a sources sought synopsis in support of a market survey being conducted by the 316th Contracting Squadron, Joint Base Andrews, MD 20762 in accordance with Federal Acquisition Regulation Part 10, Market Research, to determine interest and capabilities of potential sources to provide a Airfield Lighting Control Computer System. This synopsis is for informational and planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, a commitment on the part of the Government to later publish a solicitation, or ultimately award a contract. The Government will not reimburse the costs of preparing or submitting a response to this synopsis. The intent of this notice is to identify potential offerors that can provide a Airfield Lighting Control Computer System that can perform the tasks stated on the attached performance work statement. Interested sources capable of providing this requirement can respond via e-mail to luis.soto.8@us.af.mil, referencing "Airfield Lighting" no later than 20 May 21, at 12:00PM EST (local time) with the following information: Capability statement describing how they could fulfill the subject requirement Indication of whether they are a supplier or manufacturer Timeframe for how long after issuance of a purchase order would it take to complete the requirement Indication of their size (i.e., small vs large business) AND status (i.e. small, 8(a), HUBZone, WOSB, SDVOSB, etc.) No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement.
