The contractor shall provide all management, tools, supplies, equipment and labor necessary to ensure that Kitchen Hood and Duct services are performed at Joint Base Andrews, MD in a satisfactory manner. 1.1 BASIC SERVICES: The contractor shall inspect, clean, and maintain hoods and ducts systems on Joint Base Andrews, MD in accordance with NFPA Standard 96 and local, state, and federal rules and procedures. Maintenance and repair will be performed on all components at required intervals to maintain good operational condition. The contractor and the Quality Assurance Personnel (QAP) shall review the current inspection, test, and maintenance status of all hood, duct and exhaust systems included in this performance work statement (PWS). The contractor shall submit a planned work schedule to the QAP for approval no later than 30 calendar days after notice to proceed. The contractor shall submit documented report to QAP on cleaning of kitchen hoods, exhaust systems inspection, maintenance work, noting discrepancies, system impairments and recommendations, within 30 calendar days after inspection. 1.1.1 Review the current inspection and preventive maintenance records of all kitchen hoods and exhaust systems and develop a planned work schedule In Accordance With (IAW) NFPA (National Fire Protection Association) Standards 96 – standards and the manufacturer’s instructions. 1.1.2 Inspect and clean all kitchen hood, duct and fan exhaust systems IAW NFPA Standard 96 standards and the manufacturer’s instructions. 1.1.3 Perform recurring preventive maintenance on kitchen hoods and exhaust systems IAW NFPA Standard 96 standards and the manufacturer’s listed procedures. 1.1.4 Perform corrective/repair maintenance on all existing kitchen hoods and exhaust systems, to include duct, hood and filters, and exhaust fans to ensure proper operational condition IAW NFPA Standard 96, 17A, and the manufacturer’s listed procedures. 1.1.5 Routine Repair/Upgrades/Replacement. Routine repairs will be identified by the contractor and the QAP. The equipment included includes but is not limited to cooking equipment, hoods, ducts, and fans. Response time for routine repairs will be determined through coordination between the facility occupant, contractor, and the QAP. Upgrades and replacements of components in the system will be coordinated once an item has been identified. Response times for replacement and/or upgrades will be coordinated through the facility occupant, the contractor and QAP. Emergency Repairs. Emergency repairs are those not defined as preventive or routine maintenance when a hood, duct or exhaust system is non-operational. Emergency responses must be within four (4) hours during normal duty hours and within eight (8) hours during after duty hours unless otherwise notified by the QAP. Repairs shall be free of charge to the Government if warranties apply. All deficiencies shall be corrected during the service call whenever possible or within a maximum of one (1) business day. The service provider shall have all equipment and material required to start work upon arrival at the service location. All repair work shall be in accordance with normal commercial practices using parts specified by the manufacturer or items of equal or better quality. Downtime of the kitchen exhaust system shall be kept to an absolute minimum. The service provider must notify the customer of all projected downtime and estimated time for repair. Perform all work in strict accordance with NFPA 96 standards and manufacturer’s listed procedures in order to eliminate the possibility of damage to installed machinery, equipment and building structures. Report Submittals. Submit a report of all kitchen hood and exhaust system tests, inspections, and maintenance accomplished within 48 hours from completion. Reports shall include a record of conditions, completed tests, inspection results, and preventive or corrective maintenance performed on a system. 1.2 REIMBURSABLE PARTS: The contractor shall be required to perform the following tasks: procure all required repair and replacement parts reimbursable to the contractor at cost, submit a copy of the supplier’s original invoice attached to the request for reimbursement to the Contracting Officer (CO) or designated representative, seek competitive price quotations prior to purchasing replacement parts with an estimated value of $3,000.00 or more, and submit documentation of evidence (price quotations from two, preferably three, offers) to obtain competitive pricing with the corresponding requests for reimbursements to the CO.
