The government anticipates awarding a single/multiple award Blanket Purchase Agreement (BPA) for Dorm Maintenance (depending on how many acceptable offers are received). BPAs promise no minimum or maximum guarantee. It's possible, that a BPA contractor could receive no orders, or more orders than anticipated during the course of the ordering period. Orders are not issued until a need arises, at that time if multiple award BPA, this will be competed amongst all BPA holders and the acceptable offer will receive a call order for the work to be completed. BASIS FOR AWARD: Award will be made based on price alone. All pricing must be completed on the government excel sheet "Pricing Structure". Procedures from FAR 12 and 13 will be followed for the acquisition of this requirement. The agency will evaluate the prices by reviewing the pricing structure worksheet provided by the government. All yellow highlighted areas must be filled in. If there are blanks the pricing will be considered non-compliant as all services are needed. The government anticipates multiple awards; however, no more than 6 awards will be made. The government also holds the right to only award to one offeror, if only one complete pricing structure is received. If more than 6 offers are received and all provided pricing as required, the 6 lowest priced offerors will receive award. The pricing will be reviewed from both "Dorm Mtx" Sheet and "Over and above tasks" and added to show the total amount. From there the 6 lowest offerors will be selected. Update: There was a mix up in the PWS. 1.13 should now read: 1.13 REIMBURSABLE PARTS. The contractor will provide all parts necessary to perform maintenance work. The cost will be included in the final quote for each task order submitted to the government prior to the Notice to Proceed. And 1.14 has been removed. The government’s intent is to gain best estimate of material cost. Prior to award of BPA call, in accordance with paragraph 1.3, The Contracting Officer Representative (COR) will be notifying the contractor in advance of upcoming move outs to schedule work. The QAP will then provide a copy of the list of items identified to be repaired to the contractor. The request for work or quotes will be accomplished through a standard form that will be provided by the government. This ensures each contractor is provided the same information for the each call and that they are able to provide a quote for the work effort

The Contractor shall provide the services outlined in the attached Draft Performance Work Statement. Period of performance is a 5 year ordering period (Estimated POP) 25 September 2021-26 September 2026 Point of contact: ebony.jones.1@us.af.mil This requirement will be a total 100 % HUBZONE Small Business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 561210 Facilities Support Services for which the Small Business size standard is $41.5 million. The closing date for the receipt of quotes will be set forth in the RFQ. The Government anticipates award of a BPA where call orders will be issued. Multiple awards are anticipated; however, not required. There will be no more than 6 BPA holders authorized. GPC use for orders under $25K will be authorized. The solicitation will be posted under solicitation number FA2860-21-Q-0043 This requirement will be solicited using commercial, simplified acquisition procedures in accordance with FAR Subpart 13.5.
