This Invitation for Bid for Subject project is a 100% Small Business Set-aside in accordance with FAR 19.502-2 and the attached 2021 Steam and Condensate (S&C) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Statement of Work (SOW), dated 11 March 2021, Specifications, and Bid Schedule. All work will be conducted at HAFB, MA 01731-2107 and locations identified in the S&C IDIQ SOW. See SC IDIQ IFB Letter and Attachments for additional details and instructions for completing bids. This Firm Fixed-Price (FFP) IDIQ Contract will constitute a six (6) year Period of Performance and five (5) year ordering period with no annual spending cap. The Government intends to award a single S&C IDIQ Contract. Please submit your priced bid schedule accordingly. For selection, the Government will evaluate each bid price in accordance with the procedures specified in FAR Part 14 Sealed Bidding, these instructions, and select the bid that represents the best value to the Government. The bids are intended to be evaluated, and award made without discussions with the offerors. The general scope of work will include the Contractor providing all management, labor, material, equipment, transportation, supervision, and minor designs to accomplish simultaneous maintenance, repair, and/or construction of direct buried steam and condensate lines, steam and condensate lines in existing concrete trenches, junction boxes, trenches, site work, water lines, storm drainage, sanitary sewer lines, electrical/communication ducts, mechanical rooms, temporary heat, and other miscellaneous maintenance, repair, and minor construction work on real property at installations identified in the SC IDIQ Statement of Work.
