IAW FAR 6.302, the statutory authority permitting other than full and open competition for this acquisition is 10 USC 2304(c). The Air Force has performed market research via the Internet, with negative results. Further research provided two companies: Shooting Range Industries and Meggit Target Retrieval Systems who can provide similar services but when they were contacted via telephone both declined to offer services for the firing range due to having another manufacturer's equipment installed. Furthermore, Action Target was the company to install and commission the current system at Hanscom AFB on November 17th 2019 with a one year warranty. This warranty would be voided if any other company performed this Maintenance contract. Therefore, it was determined Action Target is the only vendor that can meet this requirement. Without this service 66 SFS would be unable to provide weapons qualifications/firing for personnel on Hanscom AFB, and would mean a complete stoppage of these services and missions from Hanscom AFB.
