This is a pre-solicitation notice for an upcoming Multiple Award Idefinite Delivery Indefinite Quantity Construction Contract at Hanscom Air Force Base, MA. The offical solicitation request for proposal is anticipated to be posted to FBO on or around 10 July 2019. The Multiple Award Construction Contract Indefinite Delivery Indefinite Quantity (MACC IDIQ) will be a Multiple Award IDIQ Contract that will give the 66th Air Base Group Civil Engineering (66 ABG/CE) a contract vehicle to complete complex construction requirements, involving multiple trades and skill mixes. Hanscom is looking to establish a pool of up to three (3) IDIQ awardees that will compete for future firm-fixed-price (FFP) construction task orders issued under the MACC IDIQ. The MACC IDIQ will have a seven (7) year period of performance from MACC IDIQ Award date and a five (5) year ordering period from the MACC IDIQ Award date. The general scope of the MACC IDIQ is for the Contractors to provide all management, labor, material, equipment, transportation, supervision and Architectural Engineering services to accomplish simultaneous maintence, sustainment, repair, and minor construction projects on Hanscom AFB and other areas identified in the MACC IDIQ Statement of Work. The solicitation will be 100% Total Small Business Set-Aside under NAICS Code 236220. The Small Business Size Standard is $36.5 Million The solicitation will consist of the Basic MACC IDIQ Statement of Work, Specifications, Drawings, and Codes as well as the Statement of Work, Specifications, and Drawings for the MXRD 11-0077 Building 1103 (B1103) Demolition Task Order. The B1103 Demolition Task Order will be concurrently awarded to MACC IDIQ awardee representing the best value to the Government for that project based on the solicitation criteria. The anticipated pool of up to three (3) MACC IDIQ awardees will be required to compete on all subsequent Task Orders solicitated under the MACC. Evaluation of offerors will be conducted in accordance with (IAW) FAR Part 15, as supplemented by DoD Source Selection Procedures, and Air Force Federal Acquisition Regulation Supplement (AFFARS) Mandatory Procedures MP5315.3 - Source Selection. The B1103 Demolition Task Order, and subsequent orders issued under the MACC IDIQ will be Firm-Fixed-Price A pre-proposal site visit is anticipated to be held the week following offical solicitation release. The exact date for the pre-proposal site visit will be identified on the Standard Form (SF) 33. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
