Amendment 7 (22 Jan 2026): I finally got around to fixing the CLINs on the SF1449 to match the revised requirement posted earlier this week, see SF1449 Amendment 0006. It also corrects minor errors in the CLIN descriptions of the pricing workbook. Offerors do not have to certify the amendments and provide with their offer, the SF1449 is provided for CLIN structure, provisions and clauses and ease of completing your representations and certifications. This is Simplified Acquisitions. Im attaching the conformed copy of the SF1449 thus far. Amendment 6 (20 Jan 2026): This amendment revises the PWS to 20 January 2026 (changes highlighted in red), revises the PWS drawings (Attachments 1-4 & adds new Attachment 5, renumbers subsequent attachments), updates the pricing book to align with revised requirement, adds the RFIs and responses to date, and adds an interested vendor list for those who wish to subcontract with a potential Prime (since the SAM checkbox to allow vendors to self identify is turned off for my agency). See SF1449 Amendment 0005 for above changes. Due date extended to Noon 03 Feb 2026. Amendment 5 (16 Jan 2026): This amendment extends the due date to Noon 30 Jan (see SF1449 amendment 0004) and posts the Site Visit Memorandum. I was under the impression I would have the revised PWS, drawings, RFI responses, and comments on my site visit notes from the RA today, but has not happened. Posting the SV notes anyways; Gov't action items highlighted. There will be another extension when the requirement documents are posted. Amendment 4 (09 Jan 2026): This amendment posts the RFIs and responses to date. The customer is still reviewing the notes I took at the site visit yesterday and reviewing actionable items before I post the memo. There will be updated electrical drawings showing some additional work that has been accomplished, and the customer is discussing increasing the inspection timeframes to quarterly so I anticipate receiving an updated PWS next week. We will redline any existing RFI responses that need to be altered due to requirement changes. There will be an extension to the due date once the revised requirement documents are posted. That amendment will update the PWS dates in the Pricing Worksheet and I will also extend the width of the pricing columns since its password protected and may not show properly for larger dollar amounts. Amendment 3 (19 Dec 2025): This amendment posts the RFIs and responses to date. Amendment 2 (17 Dec 2025): This amendment revises the PWS due to RFIs and responses, see PWS dated 17 Dec 2025 with changes highlighted in red. This amendment also updates the wage determination, see 2015-4531 Revision 32. This is reflected in the SF1149 Amendment 0002 and 0003. The RFIs as of 17 December 2025 are posted. Since amending will go ahead and post the RFI and our response that we have received to date. This is a combined synopsis/solicitation for commodities prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is FA2823-26-Q-0005. The Operational Contracting Division, Air Force Test Center at Eglin, AFB, Florida, requires Facility Services for Non-Real Property in accordance with the Performance Work Statement dated 20 January 2026 and the attached SF1449. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented. This procurement will be conducted as a 100% Small Business set-aside; please identify your business size in your response based upon this standard. Award will be made to the responsible, Best Value Offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. There will be no advanced payments. The North American Industry Classification System code (NAICS) is 561210 Facilities Support Services, with a size standard of $47M. A firm-fixed priced purchase order will be awarded. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. There will NOT be a requirement on this contract to submit any payroll data, material submittals, progress reports, certification that you paid your subcontractors with each invoice, or obtain bonding that are required in a construction project. BASIS FOR AWARD: In accordance with FAR 13.106-1(a)(2) offerors are notified that the award will be made to the Best Value Offeror. DEADLINES: GROUP SITE VISIT: A site visit will be held at 09:00 A.M. Central Standard Time on 08 January 2026. Attendance is not mandatory to quote and all notes taken at the site visit will be posted to the solicitation. Those who will be attending need to send the attendee’s full name, date of birth, drivers license number/state of issue, and contact phone number so a base access pass may be obtained. This information is required no later than 12:00 PM Central Standard Time on 02 January 2026 in order to allow 96 SFS time to process. Contractors with retiree or dependent cards are not supposed to use them for official duty on the base.
