Be capable of scanning 2 million points per second at a range of 0.5m to 130m 2. Have an easy-to-use full-color touch screen panel to operate system to include one button to start scan; one button to select scan resolution of high (3mm), medium (6mm) and low (12mm); one button to select images on/off, and one button to select double scan on/off 3. Have ability to operate scanner utilizing field software for iOS or Android mobile devices 4. Have an angular accuracy of 18" and 3D Point Accuracy of 1.9mm at 10m, 2.9mm at 20m, and 5.3mm at 40m with ability to scan in under 2 minutes 5. Run a double scan thereby automatically removing moving objects from scanned data 6. Have in-field ability to automatically align point cloud bundles based on real time tracking of scanner movements between setups utilizing Visual Simultaneous Localization and Mapping (SLAM) system coupled with on-board Inertial Measurement Unit (IMU) accuracy of 3' for any tilt, plus the use of an altimeter, compass, and GNSS receiver 7. Be capable of capturing 5-bracket HDR imagery utilizing three (3) 36 MP cameras calibrated at 432 MPx raw data in one minute 8. Have a 360(horizontal) and 300(vertical) field of view to include scan and imagery data 9. Terrestrial LiDAR system shall utilize an eye-safe, Class I laser in accordance with IEC 60825-1:2014 10. Be utilized for indoor and outdoor use and rated at IP54 for dust and humidity and operate from -23to 104F 11. Utilize two (2) hot-swappable rechargeable Li-Ion batteries lasting up to 4 hours 12. Weigh under 11.7lbs, and utilize a quick mounting 5/8" stub 13. Utilize secure USB 3.0 memory device capable of storing up to 256GB of data Mini Terrestrial LiDAR System Shall: 1. Be capable of scanning 680K points per second at a range of 0.5m to 45m at four user selectable resolution settings; 6/12/25/50mm at 10m 2. Capture 3D scanned data in single scan, based on selected resolution as aforementioned in 7/13/30/70 seconds respectively 3. Be capable of capturing HDR imagery utilizing four (4) 13 MP cameras calibrated at 100 Mpx raw data in <8sec. for full spherical LDR image and <20sec. for full spherical 5-bracket HDR image at any light condition 4. Have ability to capture three separate image modes; Auto-exposed LDR, 5-bracket HDR or no images 5. Have ability to collect 3D scanned data and imagery, based on settings selected, in a single scan 6. Weigh under 1.65lbs, with a height of 6.1", diameter of 3.15" and utilize a button-press quick release for tripod 7. Have an easy-to-use single button to start scan using preconfigured resolution and imagery, or control system with app for iOS and Android smartphones and/or operate scanner utilizing field software for iOS or Android tablets 8. Have in-field ability to automatically align point cloud bundles based on real time tracking of scanner movements between setups utilizing Visual Simultaneous Localization and Mapping (SLAM) system coupled with on-board Inertial Measurement Unit (IMU) accuracy of 3' for any tilt 9. Be capable of scanning 420K points per second at a range of 0.5m to 25m 2. Utilize an eye-safe, Class I laser in accordance with IEC 60825-1:2014 3. Have an easy-to-use single button for all scanner functionality to include power on, start scan, capture images during scan, stop scan, and power off 4. Have ability to operate app for iOS and Android smartphones and view decimated point and imagery in real time during scan 5. Have in-field ability to automatically align point cloud, during scan based on real time tracking of scanner movements utilizing Visual Simultaneous Localization and Mapping (SLAM) system coupled with on-board Inertial Measurement Unit (IMU) accuracy of 3' for any tilt, along with the LiDAR SLAM algorithms 6. Be utilized for indoor and outdoor use and rated at IP54 for dust and humidity and operate from 32to 104F 7. Have a LiDAR collection 360(horizontal) and 270(vertical) field of view 8. Have a 12 Mpixel, 90x 120rolling shutter high resolution camera with ability to geo-tag images and attach to trajectory of scan 9. Utilize a 3-camera system 4.8 Mpixel 300x 135, globe shutter system to colorize point cloud data 10. Have on-board memory storage of up to 24 hours of scanning memory compressed data and 6 hours uncompressed data and utilize wireless or secure USB 3.0 to transfer data 11. Utilize rechargeable Li-Ion exchangeable battery lasting up 45 minutes 12. Weigh under 1.71lbs (including battery), with a height of 10.98", diameter of 3.15" This Requirement is subject to the limitation of Funds Clause FAR 52.232-22 Limitation of Funds (Apr 1984) (a) The parties estimate that performance of this contract will not cost the Government more than (1) the estimated cost specified in the Schedule or, (2)if this is a cost-sharing contract, the Government's share of the estimated cost specified in the Schedule. The Contractor agrees to use its best efforts to perform the work specified in the Schedule and all obligations under this contract within the estimated cost, which, if this is a cost-sharing contract, includes both the Government's and the Contractor's share of the cost. (b) The Schedule specifies the amount presently available for payment by the Government and allotted to this contract, the items covered, the Government's share of the cost if this is a cost-sharing contract, and the period of performance it is estimated the allotted amount will cover. The parties contemplate that the Government will allot additional funds incrementally to the contract up to the full estimated cost to the Government specified in the Schedule, exclusive of any fee. The Contractor agrees to perform, or have performed, work on the contract up to the point at which the total amount paid and payable by the Government under the contract approximates but does not exceed the total amount actually allotted by the Government to the contract. (c) The Contractor shall notify the Contracting Officer in writing whenever it has reason to believe that the costs it expects to incur under this contract in the next 60 days, when added to all costs previously incurred, will exceed 75 percent of (1) the total amount so far allotted to the contract by the Government or, (2)if this is a cost-sharing contract, the amount then allotted to the contract by the Government plus the Contractor's corresponding share. The notice shall state the estimated amount of additional funds required to continue performance for the period specified in the Schedule. (d) Sixtydays before the end of the period specified in the Schedule, the Contractor shall notify the Contracting Officer in writing of the estimated amount of additional funds, if any, required to continue timely performance under the contract or for any further period specified in the Schedule or otherwise agreed upon, and when the funds will be required. (e) If, after notification, additional funds are not allotted by the end of the period specified in the Schedule or another agreed-upon date, upon the Contractor's written request the Contracting Officer will terminate this contract on that date in accordance with the provisions of the Termination clause of this contract. If the Contractor estimates that the funds available will allow it to continue to discharge its obligations beyond that date, it may specify a later date in its request, and the Contracting Officer may terminate this contract on that later date. (f) Except as required by other provisions of this contract, specifically citing and stated to be an exception to this clause- (1) The Government is not obligated to reimburse the Contractor for costs incurred in excess of the total amount allotted by the Government to this contract; and (2) The Contractor is not obligated to continue performance under this contract (including actions under the Termination clause of this contract) or otherwise incur costs in excess of- (i) The amount then allotted to the contract by the Government or; (ii) If this is a cost-sharing contract, the amount then allotted by the Government to the contract plus the Contractor's corresponding share, until the Contracting Officer notifies the Contractor in writing that the amount allotted by the Government has been increased and specifies an increased amount, which shall then constitute the total amount allotted by the Government to this contract. (g) The estimated cost shall be increased to the extent that (1) the amount allotted by the Government or, (2)if this is a cost-sharing contract, the amount then allotted by the Government to the contract plus the Contractor's corresponding share, exceeds the estimated cost specified in the Schedule. If this is a cost-sharing contract, the increase shall be allocated in accordance with the formula specified in the Schedule. (h) No notice, communication, or representation in any form other than that specified in paragraph (f)(2) of this clause, or from any person other than the Contracting Officer, shall affect the amount allotted by the Government to this contract. In the absence of the specified notice, the Government is not obligated to reimburse the Contractor for any costs in excess of the total amount allotted by the Government to this contract, whether incurred during the course of the contract or as a result of termination. (i) When and to the extent that the amount allotted by the Government to the contract is increased, any costs the Contractor incurs before the increase that are in excess of- (1) The amount previously allotted by the Government or; (2) If this is a cost-sharing contract, the amount previously allotted by the Government to the contract plus the Contractor's corresponding share, shall be allowable to the same extent as if incurred afterward, unless the Contracting Officer issues a termination or other notice and directs that the increase is solely to cover termination or other specified expenses. (j) Change orders shall not be considered an authorization to exceed the amount allotted by the Government specified in the Schedule, unless they contain a statement increasing the amount allotted. (k) Nothing in this clause shall affect the right of the Government to terminate this contract. If this contract is terminated, the Government and the Contractor shall negotiate an equitable distribution of all property produced or purchased under the contract, based upon the share of costs incurred by each. (l) If the Government does not allot sufficient funds to allow completion of the work, the Contractor is entitled to a percentage of the fee specified in the Schedule equalling the percentage of completion of the work contemplated by this contract.
