This is a 100% small business set aside and the North American Industry Classifications (NAICS) code for this requirement is 238110 with a size standard of $19M. This is a competitive best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, https://www.acquisition.gov/content/regulations. Factor 2, Past Performance, is approximately equal to Factor 1, Price. All responsible sources may submit an offer that shall be considered by the agency. The work to be performed by this specification consists of furnishing all plant, labor, materials and equipment and all operations in connection with the construction of various reinforced concrete test targets on specified test areas as shown on the contract drawings. Targets listed in the TARGET SCHEDULE on sheet one of the contract drawings are indicative of the types of targets to be constructed under this contract, however it is not an all-inclusive list. There will be times when new additional target types are required. These targets may have different dimensions, reinforcing steel requirements and concrete compressive strengths. This is a REQUIREMENTS contract. Therefore, construction of targets will be on an ?as required? delivery order basis. Period of Performance for this contract will be a one (1) year base period with two (2) additional one (1) year options for a total of up to three (3) years. The estimated magnitude of the contract is between $5,000,000 and $10,000,000. This is a paperless acquisition and paper copies of the solicitation will not be issued. Prospective contractors must be registered in the DoD System for Award Management (SAM) data prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a UEI Number. Recommend registering immediately in order to be eligible for a timely award.
