Eglin Air Force Base (AFB), FL has a requirement for Magnetic Variance Change, Change Runway 1/19 Designation to Runway 2/20 on Eglin AFB, FL. The North American Industry Classification System (NAICS) code for this requirement is 237310 Highway, Street, and Bridge Construction with a size standard of $39.5M. Statement of Magnitude is between $500,000 and $1,000,000. This is a Historically Underutilized Business Zone (HUBZone) Small Business Set-Aside competitive acquisition utilizing a best value source selection process and award will be made based upon the Best Value to the Government in accordance with FAR Part 15.3. This project includes, but is not limited to the following, to change Runway (RW) designation pavement markings on RW-1/19, taxiway pavement markings and taxiway information signs. Work includes remove existing signs and provide new signs that complies with current FAA and ICAO requirements and standards, including: FAA AC 150/5340-18, FAA AC 150/5345-44 and ICAO Annex 14, Chapter 5, Visual Aids for Navigation. The performance period is anticipated to be 112 days after the Notice to Proceed (NTP). The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the specifications. 5/27/21 - Amendment 1 added - Updated section L and Site visit info -- A site visit is scheduled for 3 June 2021, 0830 AM, Central Standard Time (CST). Meeting point will be the front of building 634, Eglin AFB 32542. Please see FAR clause 52.236-27 (Section L) for details on site visit and information required to attend. See Section H for additional information regarding commercial vehicle and personal owned vehicle (POV) access. 6/7/2021 - Amendment 2 added - Update sections L with due date of proposal to 18 June 2021 and the questions from the site visit are due 9 June 2021. 6/17/2021 - Amendment 3 added - Update the proposal due date from 18 June 2021 to 6 July 2021. The proposal validity date is updated from 120 days to 60 days. 6/22/2021 - Amendment 4 added - Update the proposal due date from 6 July 2021 to 13 July 2021. This information must be submitted no sooner than fourteen (14) days and no later than eight (8) days prior to the offerors due date. The POC(s) to submit the offer will receive a DoD SAFE email with a link to upload all offer documentation. Proposal submission link will be generated and provided to the identified POCs on 06 July 2021.
