Amendment 4: The purpose of this amendment is to extend the due date for proposals for NEW offeror's from 09 March 2021 to 15 March 2021 5:00 PM CST. Amendment 3: The purpose of this amendment is to revise Section M, paragraph 1.5.6 Table M2 to change how the Government will determine relevancy when assessing recent submissions of past performance information. Changes are provided under the updated Attachment 7 Section M dated 9 Feb 21 provided under this amendment. Based on the Government changes identified above offerors who have submitted a proposal in response to the original solicitation are allowed ten (10) calendar days from date of issuance of this amendment to provide additional past performance information for evaluation purposes. In addition all offerors shall extend the validty of the proposal from 180 days to 270 days from date of issuance of original solicitaiton. The number of past performance information sheets as defined in Section L, paragraph 3.1 remain unchanged, therefore offerors should ensure that they clearly identify any changes to the information being provided. At a minimum all offerors shall sign, date and return the Standard Form 30. Any offeror who has not already submitted a proposal and now based on the revision above would like to be considered SHALL notify the PCO in writing of their intent to be considered within five (5) calendar days from date of issuance of this amendment with the understanding that proposal must comply with the terms and conditions of the original solicitation as amendment through this amendment. New proposal SHALL be submitted with 30 calendar days from date of issuance of this amendment for any new offeror. Estimated magnitude of construction is more than $10,000,000.00 for a 12-month basic plus four (4) 12-month option years. This is a paperless acquisition. Paper copies of the solicitation will not be issued. Potential offerors are advised to read the RFP carefully. Proposals are due no later than 14 October 2020 at 1:00 pm CST. Eglin Air Force Base (AFB) intends to award a requirement for Construct Concrete Targets Requirements Contract on Eglin AFB, FL. This is a 100% small business set aside and the North American Industry Classifications (NAICS) code for this requirement is 238110 with a size standard of $15M. This is a competitive best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, https://www.acquisition.gov/content/regulations. Factor 2, Past Performance, is approximately equal to Factor 1, Price. Factor 3, Small Business Participation Plan, will be evaluated on an Acceptable/Unacceptable basis. All responsible sources may submit an offer that shall be considered by the agency. The work to be performed by this specification consists of furnishing all plant, labor, materials and equipment and all operations in connection with the construction of various reinforced concrete test targets on specified test areas as shown on the contract drawings. Targets listed in the TARGET SCHEDULE on sheet one of the contract drawings are indicative of the types of targets to be constructed under this contract, however it is not an all-inclusive list. There will be times when new additional target types are required. These targets may have different dimensions, reinforcing steel requirements and concrete compressive strengths. This is a REQUIREMENTS contract. Therefore construction of targets will be on an "as required" delivery order basis. Performance period is five (5) year contract with the option for a six (6) month extension. The estimated magnitude of the entire contract is more than $10,000,000.00. This is a paperless acquisition and paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.beta.sam.gov) on or about mid-August 2020. No response to this notice is necessary and no source list will be maintained. The United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), Operational Contracting Office, Eglin AFB, Florida, is currently conducting market research seeking capabilities statements from all small businesses, that are capable of furnishing all plant, labor, materials, equipment and all operations in connection with Construction of Concrete Targets as indicated on the draft contract documents. The estimated magnitude of the entire contract is greater than $10,000,000.00 for the Basic plus four (4) One-year option years combined.
