The AFTC Installation Contracting Construction Division/PZIOC, Eglin AFB, FL intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for construction services for Project Number FTFA 16-1198 to renovate Hanger 68 at Eglin AFB (Main). The North American Industry Classification System (NAICS) code for this requirement is 236220 with a size standard of $36.5M. The acquisition is anticipated to be a competitive 100% Small Business set aside. Award will be using the Lowest Price Technically Acceptable (LPTA) best value source selection process in accordance with FAR 15.101-2. Work involves the renovation of an approximately 80,000 sq ft of existing building, which includes, but is not limited to: sitework, utilities, fire suppression upgrade and removal, lead abatement, Fire protection, roofing work, interior partitions/vestibules, interior finishes, HVAC systems, plumbing, restroom renovations, power, and lighting work. Project will consist of 4 phases of construction with a mandatory start date for one, the main fire suppression phase, while the others are flexible around it. Contractor shall comply with the contract, all applicable Unified Facilities Criteria (UFC) and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) requirements, in addition to Federal, State, and local requirements. Work will include construction during and around an active mission test schedule. Government escorts may be required for some portions of the work. All work shall be accomplished in accordance with applicable drawings, specifications, industry standards, applicable building and environmental codes, regulations, and laws. Draft project specifications are attached. The performance period is 365 days after the Notice to Proceed (NTP). Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System https://www.fbo.gov/ on or about 22 August 2018 under number FA282319RA039. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award.
