This is a combined synopsis/solicitation for commodities prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is FA2823-22-Q-A001. The Contracting Squadron at Eglin, AFB, Florida, requires installation of a power converter in accordance with the Statement of Work dated 9 December 2020 (Attachment 1). This acquisition is under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial items, and FAR Part 13, Simplified Acquisition Procedures. This procurement will be conducted as a 100% Small Business set-aside; please identify your business size in your response based upon this standard. Award will be made to the lowest priced, responsible Offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. The North American Industry Classification System code (NAICS) is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $16.5M. Please identify your business size in your response based upon this standard. A firm fixed price contract will be awarded. There will be no advance payments. The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER. DESCRIPTION OF FIRM FIXED PRICE (FFP) REQUIREMENT: Installation of a Government provided 400 Hertz power converter at the Guided Weapons Evaluation Facility (GWEF) on Eglin Air Force Base to include: The Contractor shall be required to furnish all materials, equipment, labor and personnel necessary to accomplish this work in accordance with the contract requirements. The Contractor is expected to maintain safety requirements and demonstrate standard construction methods, at all times. The contractor shall perform all work listed below: Disconnect and remove existing 40A circuit feeding previous converter. Disconnect and remove existing converter output circuit. Install (1) 125A 3 pole 480V circuit breaker in existing Siemens FC1 switchboard. Install (1) input circuit from existing switchboard to new converter terminating on input circuit breaker within the converter. Install a 600A rated parallel output circuit from the converter to its load termination (this circuit capacity is based upon the output circuit breaker size within the new converter). Install (1) lot conduit, boxes, hardware, conductors and misc. hardware to install the above referenced items. Install a new user-provided 400 hertz power converter. The unit is replacing an old converter that has already been removed. Disposal of any waste generated by the installation. The GWEF supplied 400 Hertz converter is a FCX Systems Incorporated X120, model number PFC096. System specifications are defined below: 120 KVA SOLID STATE FREQUENCY CONVERTER UNIT TYPE: PWM (Pulse Width Modulation) KVA RATING: 120KVA (96kW @ 0.8pf) ENCLOSURE DIMENSIONS: 78”H x 50”W x28.5”D ENVIRONMENTAL RATING: NEMA 4 (equivalent) OUTPUT FREQUENCY: 400 Hz INPUT POWER: 480V/3PH/60Hz INPUT RECTIFICAITON: 5% Input (A) THD – 200% O/L NUMBER OF 400HZ OUTPUTS: 1 INPUT TERMINATION: Three (3) pol thermal mag. Trip circuit breaker, operable from front of unit OUTPUT TERMINATION: Three (3) pole, non-automatic output circuit breaker, operable from front of unit, with shut trip coil interlocked with protective devices. Proposal must meet all the requirements identified in the Statement of Work. Proposals must be firm fixed priced, must include FOB Destination for deliverable items, and must provide a schedule with an estimated period of performance for this project. A Site Visit for this project will occur. Please see the attachment, Site Visit Notification, for additional information. Attendance is not required in order to provide a quote. The Contracting Officer has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during the evaluation the Contracting Officer determines that adequate price competition no longer exists, Offerors may be required to submit information to the extent necessary to determine the price fair and reasonable. BASIS FOR AWARD: In accordance with FAR 13.106-1(a)(2) offerors are notified that the award will be made to the lowest priced offeror that meets the minimum technical requirements. Offeror will be evaluated in accordance with FAR 13.106-2(b) Offerors must submit quotations for all items listed. Partial offers will not be considered for award. In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Table A-1.
