The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit, negotiate, and competitively establish Blanket Purchase Agreements (BPAs) for Aircraft Parts Repair for a five (5) year period (POP: 1 SEP 2019 to 31 August 2024). Offerors are responsible for obtaining the solicitation, amendments, and any other documentation from the Federal Business Opportunities (FBO) website, which may be accessed at http://www.fbo.gov. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a "Price List" is being requested, and a written request for quotation will not be issued. This solicitation is issued as Aircraft Parts Repair. A BPA is not a contract but is an agreement that establishes the Price and Terms and Conditions of future orders/calls. Please see attached "BPA Price List" for required items and "BPA Terms & Conditions." The proposed BPA Terms & Conditions," and provisions and clauses are listed below. Only Firm Fixed Price offers will be considered. Offerors will be evaluated IAW FAR 13.106-2(b). The Government reserves the right to establish one, none, or multiple BPAs with vendors of the most advantageous offers to the Government. Future orders/calls will be competed amongst those vendors whom the Government establishes BPA(s) with resulting from this solicitation. SPECIFICATIONS FOR REPAIR OF AIRCRAFT PARTS THROUGH THE AIR FORCE REPAIR ENHANCEMENT PROGRAM This requirement is for the repair of aircraft parts. The contractor must abide by AFI 21-123 and obtain Defense Contracting Management Agency's approval. The website to see this publication is http://www.e-publishing.af.mil. Search by number AFI 21-123. The number and type of each National Stock Number requiring repair will vary. See attached Price List for repairs to be covered under the BPA. The contractor must be responsible for shipping costs from and to Eglin Air Force Base. The contractor will be responsible for all materials required for the repair of parts. The contractor will be responsible for all hazardous material items. The price quoted for repair must not exceed 45% of the cost of a new part (as found in FEDLOG). The contractor must be able to return the part in a minimum amount of time (NOT to exceed 30 days). If the part is mission essential, it must be returned within 10 CALENDAR DAYS. The contractor must provide evaluation on the capability of repair at no cost to the government. If unable to repair the part, the part must be returned to the organization at no cost. Must provide a guarantee of workmanship, for example, warranty for one year.
