Presolicitation Notice for Schriever Space Force Base (SFB) Full Food Service solicitation. The solicitation is expected to be released in the next 30 calendar days. The requirement is for operation of the Schriever SFB Dining Facility. 2. The Full Food Service contract will require the contractor to provide all personnel, supervision, non-food items, and services necessary to perform full food services at Schriever SFB, Colorado. The tasks include, but are not limited to, dining facility management, all cooking and food preparation, serving, replenishing food, cleaning facilities and utensils, preparing vegetables and fruit for the salad bar, cleaning dining area tables, cashier services, operation, maintenance, and repair of food service equipment, and performing all required tasks, to include continued service during contingencies, as defined in the Performance Work Statement (PWS). 3. This procurement is planned as a 100% small business set-aside competitive acquisition. This procurement is planned as a subjective tradeoff best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Air Force Federal Acquisition Regulation Supplement (AFFARS). 4. This procurement is planned to be conducted pursuant to the Randolph-Sheppard Act (RSA), 20 U.S.C. 107 et seq. - Operation of Vending Facilities and 34 CFR 395.33 - Operation of Cafeterias by Blind which establish priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is set aside 100% for small business, the Colorado SLA will also be permitted to submit a proposal in accordance with 34 CFR 395.33(b). 5. For this acquisition, under the RSA and its implementing regulations, priority will be given to the specified agency for the State of Colorado (the SLA). 6.
