The contractor shall furnish all parts, materials, equipment, transportation, and labor for installation and training necessary to Upgrade and Install the Firefighter Alerting System in Building 717 Fire Station, Room 112 and Building 300, Room 153 on Schriever SFB (SSFB). See attached Performance Work Statement for more detailed information. 1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is FA255023FFAS. 3. This RFQ does not obligate the Government to pay any costs incurred in the submission of any offer or in making necessary studies for the preparation thereof, not does it obligate the Government to procure or contract for said services. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number (FAC) 2023-04. 5. This procurement is a 100-percent small business set-aside. Woman-owned, service- disabled veteran-owned, small-disadvantaged businesses, HubZone small businesses, economically-disadvantaged women-owned, 8(a), and other small businesses are strongly encouraged to submit proposals. 6. The North American Industry Classification System (NAICS) code associated with this requirement is 541512 - Computer Systems Design Services. The Small Business Administration (SBA) Size Standard is $34,000,000.00. Product/Federal Service Code is DA01 - IT and Telecom - Business Application/Application Development Support Services (labor). 7. This contract requires access to the Schriever SFB restricted area. Unescorted entry to Schriever SFB restricted area is required for completion of this contract. Therefore, contractors must ensure that personnel are able to enter the restricted area. Employees without unescorted entry authority will be continuously escorted while in the Schriever SFB restricted area. 8. Assumptions/Exceptions: The offeror shall state any assumptions and exceptions to the requirements and terms and conditions contained in the RFQ. Please note that any exceptions to the Government's requirements may adversely affect the evaluation of the offeror's quote. There is no page limit for assumptions/exceptions. 9. Questions: Offerors must submit all questions concerning this solicitation in writing electronically to Linda Cummings, CO, at linda.cummings@spaceforce.mil and A1C Nautica Bowen-Chapman, CS, at nautica.bowen_chapman@spaceforce.mil. Questions must be received on or before 12 September 2023, 2:00 PM MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will government performance of the contract. 10. The procuring CO has overall responsibility for administering the contract. The procuring CO shall perform all contract administration. The CO information is identified in the Point of Contact area above. 11. Site Visit: A site visit will be conducted on 11 September 2023 at 9:00 AM MT. Please notify the CO and CS no later than 8:00 AM MT on 8 September 2023 if you intend on attending. Each vendor is limited to two attendees. All attendees will meet at the Schriever Space Force Base (SSFB) Visitor's Center located at 1560 Enoch Rd, Colorado Springs, CO 80930. Please note there will be walking involved while in the restricted area. 12. The Government intends to issue a firm fixed price contract to the responsible offeror whose lowest priced and technically acceptable quote that conforms to the solicitation. Only technically acceptable offers will be considered.
