Please submit questions and comments pertaining to the draft RFP. The 50th Contracting Squadron is seeking a contractor to perform full food service operations for Schriever AFB. The food service operation consists of one main dining facility, The Satellite Dish Dining Facility (DFAC), located in building 300 on the first floor within the Restricted Area (RA). This facility provides a dedicated location to meet the nutritional needs of Department of Defense (DoD) personnel. The DFAC is a full service dining facility to include daily meal operations, grab-and-go service, midnight meals, ground support meals as well as equipment maintenance in support of normal operating hours, in addition to exercise and emergency operations. All documents are draft and may be changed. The procurement is subject to the Randolph-Sheppard Act (R-SA) and gives preference to the State Licensing Agency (SLA). THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. The Government is seeking Industry input to determine set aside and input regarding this requirement. The applicable North American Industry Classification System (NAICS) for this requirement is 722310, Food Service Contractors, with a corresponding size standard of $41.5M. Interested parties must be registered under NAICS 722310 in the System for Award Management (SAM) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice. The 50th Contracting Squadron is in the process of determining the acquisition strategy to obtain non-personal services for Schriever Space Force Base (SFB) Full Food Services contract. This acquistion (except for the SLA in accordance with the Randolph Shepherd Act) is being considered for a small business set aside. The Contractor shall provide all personnel, supervision, and any items and services necessary to perform full food services at the Satellite Dish Dining Facility, Schriever SFB, Colorado, as defined in this Performance Work Statement (PWS). The Contractor shall perform the requirements, directives and instructions in this PWS as well as conform to the professional standards identified in this contract. Contractor tasks include, but not limited to the following: - Dining Facility Management - Cooking - Food preparation - Serving - Replenish food - Handle food for preparation - Prepare vegetables, proteins, dairy, and fruits for the salad bar - Provide cleanliness of facilities, equipment, cookware, and utensils - Perform cashier services - Maintain supplies, and equipment - Maintain quality control - Ensure operator maintenance and minor/major repair of food service equipment - In contingency circumstance perform all required tasks to include continued service Please note: This is an estimated posting timeframe and it is the responsibility of the interested parties to monitor the System for Award Management website at www.sam.gov for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties shall submit a capabilities package (no more than 7 pages total) outlining your company’s key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1. The internet and e-mail shall be used as the primary means of disseminating and exchanging all information. Hard copies of documents posted on SAM will not be made available.
