The services required exceed the current government capabilities in performing this function. Although the services for power studies will be performed on a military installation, the services are not provided solely for military purposes. The services are available to any company in need of power studies, repair or maintenance services, as such, the required services are not being altered in such a manner that makes this requirement unique to the United States Air Force nor the Government. Because only the current power supplier only authorizes it's employees to work and maintain their euqpment, other companies will not service, repair, or maintain any equipment that does not belong to their perspective company.
