Many of Schriever Space Force Base (SSFB) units require the... 50th Contracting Squadron intends to solicit and negotiate with Analytical Graphics Inc for specialized software blanket purchase agreement. Many of Schriever Space Force Base (SSFB) units require the ability to perform modeling, analysis, processing training and simulation building for the space environment. Specific functions needed to perform are, processing for low/high fidelity orbit states, Two-Line Element (TLE) set generation from orbit states, satellite maneuver planning with multi-variable optimization, user defined sensor modeling and support for complex definitions and types, modeling of satellites provided by mission partners, generation of 2D and 3D real-time views, simulated electro optical sensor images from 3D models, calculation of access times and geometries, modeling of satellite attitude control, communication system analysis, modeling of orbit error estimates, and generation of user defined text reports and 2D plots of analysis results. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(B), only one will meet the Government’s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the Government will proceed with the sole source acquisition.
